Responsible for overall leadership and management of program quality and learning staff in Africa by championing a culture of collaboration, excellence, and learning across Africa that allows FH to deliver on its project promises to all its partners. This includes overseeing project quality assurance and compliance by providing overall leadership and guidance to technical improvements in project design and development to ensure quality and adherence to program standards input into technical models to ensure evidence-based programming.
This will also include overseeing Program Learning and Innovation through promotion of a culture of reflective practice, learning and knowledge management across Africa by developing processes and working closely with relevant Global Service Center, Regional and Field Office program teams to establish and strengthen workflow processes and quality assurance mechanisms for timely and responsive reporting, technical support, project design and adaptations.
Location is to be determined from Ethiopia, Kenya, Uganda. The most appropriate candidate will already reside in and have employment eligibility in one of these locations, as expat benefits are not available.

Provide leadership and management of program quality and learning staff in Africa:
● Champion a culture of collaboration, excellence, and learning across Africa that allows FH to deliver on its project promises to all its partners in the global South and North.
● Supervise, manage, and coach senior technical program specialists based in Africa who contribute to program quality and impact in the following areas: food security and livelihoods, health, education, disaster risk reduction, and monitoring, evaluation and learning (MEAL).
● Recruit, orient, and train key staff to build a strong, well-supported, motivated program quality and learning team.
● Identify opportunities for staff professional development and provide recommendations to the Human Resources department for implementation.
● Coordinate with Human Resources in the preparation of employee job descriptions, performance plans and performance appraisals.
● Provide matrix management/mutual accountability of global and field office functions in relation to ongoing program effectiveness.
Oversee Project Quality Assurance and Compliance:
● Provide overall leadership and guidance to technical improvements in project design and development to ensure quality and adherence to program standards Input into technical models to ensure evidence-based programming.
● Manage pacing, timing and integration of FH Global and regional initiatives.
● Support FOs in technical advice including standards in areas including sponsorship management, CFCT, technical models, bi-lateral and multi-lateral donor requirements etc.
● Provide clear guidance on how FOs capture strategic footprint / growth plans in current strategic plans.
● Provide strategic leadership in the development and refinement of country-specific annual program plans, including guidance on appropriate budgets to reflect program priorities.
● Assist field offices in improving efficiency and effectiveness by monitoring program designs and delivery against outcomes and indicators.
● Monitor field office performance of FH global evaluation criteria and conduct periodic performance audits to evaluate country-level compliance.
● Develop a format for tracking and reporting on the progress of field office strategic plans.
Program Learning and Innovation:
● Promote a culture of reflective practice, learning and knowledge management across Africa by developing processes.
● Utilize the FH Project Management Framework tools to continually refine and adapt project designs, budgets and work plans.
● Assist in the development and management of new strategies, practices, activities, and technical staff in a way that results in improved impact.
● In coordination with the Global Director for Monitoring and Evaluation, facilitate the utilization of a collaboration, adaptation and learning model in field offices.
● Instill capabilities, processes, and pathways internally to ensure real-time learning in order to improve program performance.
● Ensure that every project has a monitoring, evaluation, adaptation and learning (MEAL) strategy that is aligned with and strengthens the organizational MEAL requirements.
Coordination and Collaboration:
● Work closely with relevant Global Service Center, Regional and Field Office programs team members to establish and strengthen workflow processes and quality assurance mechanisms for timely and responsive reporting, technical support, project design and adaptations.
● Ensure operational performance issues in the field offices and/or between field and GSC / Affiliate are escalated through regional director as needed.
● In coordination with field and regional leadership develop, develop schedules for and conduct field office monitoring visits in coordination with other technical specialists.

● Thorough knowledge of principles, theories and concepts in the area of discipline. Competent in all job functions with high-level understanding of the industry practices, techniques and standards.
● Develop solutions for a variety of situations and work on projects requiring evaluation and analysis. Refer to policies, practices and precedents for guidance; determine best course of action to achieve results.
● Work is performed independently and requires the exercise of judgment and discretion. May receive limited guidance for new assignments.
● Collaborate with management and team members within the department and other areas of the organization. Represent the department internally or externally.
● Actions impact the success of the overall department and/or the organization. Failure to accomplish work or erroneous decisions may result in severe impacts to projects, revenue, or staff safety and wellbeing, and likely result in allocation of additional resources to remedy.
● Strong communication, both verbal and written, people management and interpersonal skills in English, with experience in leading, training, and coaching multicultural, multi-location, values-driven teams.
● Perform work with high integrity and a strong sense of professional ethics.
● Excellent planning, coordination, and reporting skills with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities, ensuring the efficient flow of information and processes.
● Medical fitness to live and travel in rural and urban areas with extreme conditions and limited medical support.
● Ability to travel up to 50% of time per year in the US and internationally, to insecure countries or locations.
● Minimum ten (10) years of experience with in an International Non-Governmental Organization or other international organization.
● At least five (5) of those years working in a senior management role in a relief or development context.
● Demonstrated computer-operating skills, including proficiency in Microsoft Office products, Google platform, and virtual technologies such as Skype and/or other virtual meeting software, as well as other project management tracking tools (Asana, Smartsheet, etc.).
● Master's degree in International Development, Project Management, Social Sciences, or other related field or equivalent combination of education and experience.
Excellent proficiency in spoken and written English is required. Proficiency in French or Portuguese a plus. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
This position has direct supervisory responsibilities. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems, etc.
