The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

UNMAS

The United Nations Mine Action Service (UNMAS) was established in1997, by the General Assembly, and as per the UN Policy on Mine Action and Effective Coordination (A/53/496, 1998) is the established coordinator of mine action within the United Nations system. UNMAS supports the UN’s vision of “a world free of the threat of landmines and unexploded ordnance, where individuals and communities live in a safe environment conducive to development, and where mine survivors are fully integrated into their societies”.

Iraq Programme
The UNMAS Iraq programme was formally established in June 2015, at the request of the UN Under-Secretary-General for Peacekeeping Operations (DPKO) and the Special Representative of the Secretary-General for Iraq. UNMAS needs to lead the UN efforts to mitigate the Explosive Hazard (EH) threats in the country, as well as to support the enhancement of national and regional EH capacities. UNMAS is supporting multiple layers of operations under the UNMAS Iraq Strategic Plan, which focuses on three main components:

  1. Explosive Hazard Management;
  2. Capacity Enhancement, and
  3. Risk Education.

The post of Operations Specialist (Explosive Hazard Technical Specialist) will support the delivery of the overall objectives of the UNMAS Projects Management component.

The Operations Specialist (Explosive Hazard Technical Specialist) will report to the Head of Projects and be responsible for the following:

  • As part of Head of Projects team, based on UNMAS Iraq strategic goals, actively participate in project design and initiatives, coordinate preparation of long term agreements (LTA), requests for proposals and quotes (RFP/FRQ), these including terms of reference and statements of work;

  • As part of head of projects team, support coordination of projects, identifying needs, opportunities and potential gaps in resources and activities;

  • Lead and/or support preparation of action plans and giving input to project managers with the objective to support effective and efficient project delivery;

  • Support project managers, where required, to review organizations’ and implementing partners plans and procedures, and where applicable, input to such documentation;

  • Provide overview of projects and guidance in the implementation of activities, supporting contract and project management;

  • Support projects, partners and stakeholders with explosive hazard related information, and prepare and provide briefings where applicable;

  • Participate and represent UNMAS in technical working groups, mine action coordination, and other regular meetings with DMA and other stakeholders;

  • Liaison with DMA, national authorities and institutions, implementing partners and stakeholders where applicable as per guidance from head of projects and the programme management

  • Identify and highlight potential blockages or risks to programme and project delivery to project and programme management;

  • Other relevant tasks assigned by supervisor.

** Education/Experience/Language requirements

Education

  • Advanced university degree (Masters or equivalent) with five (5) years of relevant experience; or

  • Undergraduate university degree (license or equivalent) with seven (7) years of relevant experience; or

  • Military experience as a senior officer or non-commissioned officer with eleven (11) years of relevant experience is required.

Certification

  • EOD (Explosive Ordnance Disposal) level 3 certification as part of military and / or civilian training by an international establishment is desired (for example the Center for Development of Post-Conflict Demining and Depollution Actions [CPADD] and / or Danish ChurchAid [DCA]).

Experience

  • Relevant experience is defined as that in EOD (Explosive Ordnance Disposal) or humanitarian demining and contamination control or relevant fields;

  • At least two (2) years of experience as an EOD (Explosive Ordnance Disposal) trainer is required.

Language

  • Fluency in English (reading, writing and speaking)is required
