Hiring Consultant for financial inclusion policy analysis in SHOUHARDO-III program under CARE Bangladesh

The broader objective of this is to do a comprehensive analysis of the financial inclusion policy and formal/informal services in Bangladesh with a focus on rural poor. More specifically, it will look in to a range of empirical evidence and secondary/tertiary knowledge sources not limited to the following. This following list comprises of areas that will be collected, compiled, and analyzed mostly from secondary/tertiary knowledge sources:
- A thorough analysis of the stakeholders providing financial services in Bangladesh including the types of services;
An analysis of different financial products and their price ranges
An analysis of the informal financial service recipients’ profile (e.g. financial literacy, income, need) with an extensive focus on low income population;
A gender analysis of the profiles of people excluded from financial services (for different social purposes – wedding)
A thorough analysis of current government policy on financial inclusion including institutional mechanism
Recommendations on creating space for community savings group in government policy
An analysis how the other countries/ governments have adopted community savings group as a recognized player in the financial sector but leaving them to function informally.
In addition, the assignment would also look into empirical evidence related to the following areas:
Need and purposes of accessing financial services as well as category of income earners
Services demand for the excluded people in remote areas/
Informal financing practices
Reach of the financial service providers in terms of remoteness
Level of satisfaction on the financial services accessed
Analysis of VSLA members’ access to information on formal financing services
Analysis of service receivers for savings and credit practices in terms of price, documentation and collateral
Mixed of qualitative and quantitative approaches. surveys, structured interviews, and key informant interviews will be conducted.

In financial proposal, consultant will submit separately for remuneration and reimbursable expenses related with consultancy service.

● Bid validity: Bid validity have to be mentioned.
● Expected date and place of delivery: as per attached ToR.
● VAT & Tax will be deducted at source as per GOB rules. Musok 6.3 must submit with invoice.
● CARE Standard Payment Terms are 30 days from receipt of goods or service and a CARE approved invoice by A/C payee cheque.
