Context: Under the direct supervision of the Chief of Mission in Burkina Faso and in close coordination with programme units and relevant units in the Regional Office and Headquarters, the incumbent will be primarily responsible for assisting with and contributing to project development, design and implementation of the Country Office’s (CO) reporting, monitoring, evaluation and accountability activities. Core Functions / Responsibilities: In coordination with relevant Project Managers, consolidate concepts and project proposals (in PRIMA) in line with IOM’s mandate and the CO’s strategy, operational priorities and needs in Burkina Faso, as well as with donors’ interests and requirements, for relevant programme/project managers for negotiations and submission to existing and new potential donors. Support project development and donor reporting by providing technical inputs for project managers at proposal development stage, and during the development and revision of results frameworks, log frames, project monitoring frameworks and budgeting for Monitoring and Evaluation (M&E). Provide assistance for enhancing the CO’s relations with donors in Burkina Faso. Report and follow up on contacts and meetings with donors, collate and provide updates on CO’s programs and activities, collect information about donors’ policies, approaches and funding opportunities, feedback to relevant colleagues and services and provide information on the follow up as needed in view of new project opportunities. Provide technical guidance for the process of identifying the key performance questions, indicators and parameters for monitoring of program performance and achievements, and for preparing evaluations; review and analyze monitoring reports and identify the causes of potential bottlenecks in project implementation and recommend corrective measures where necessary. Coordinate the preparation of project reports with relevant PMs, consolidate and review interim and final financial and narrative reports for the mission and facilitate timely submission (including in PRIMA) In coordination with the Regional M&E Officer, the officer will provide technical support in designing internal and external evaluations, lead the process of external evaluation including quality assurance support for evaluations by coordinating comments to evaluation reports, review and assist in compiling evaluation reports, including sharing, and use of findings to improve project performance. Support the grant closing process including the review of the final report and the verification of the data base information. Draft quarterly reporting on evaluation activities, for subsequent inclusion in Program Quarterly Reports; coordinate the revision of reporting documents including but not limited to M&E activity plans and final evaluation reports to facilitate adherence to project objectives and submission to the donor. In coordination with the project managers and project teams, research and recommend M&E capacity needs and assist with the rollout of a capacity building plan to contribute to improving M&E in the CO in close collaboration with the regional M&E officer. Contribute to the development and share associated M&E tools and work plans at the CO level, including for implementing partners, in close coordination with the Chief of Mission and the regional office. Perform such other duties as may be assigned. Required Qualifications and Experience: Education • Master’s degree in Political or Social Science, International Relations, International Development, Social Sciences, Public Health or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience • Experience in technical writing, editing, and reporting in English and French; • Experience in donor relations and report writing for relevant donors is an advantage; • Experience in project management and/or in monitoring and evaluation; • Prior work experience in the region and understanding of region issues and trends is an advantage. Skills • Familiarity with a multitude of international development and humanitarian areas of intervention; • Familiarity with monitoring and evaluation concepts and methodologies; • Advanced research, writing, outreach and communications skills; • Demonstrable knowledge of Burkina Faso political and humanitarian issues. Languages IOM’s official languages are English, French, and Spanish. For this position, fluency in English and French is required (oral and written).
