Context: Under the overall supervision of the Chief of Mission and direct supervision of the Head of Sub-Office (HoSO)/CCCM (Camp Coordination and Camp Management) Programme Officer, the successful candidate will be responsible for the coordination, implementation and monitoring of the IOM’s CCCM operations in Ituri province, Democratic Republic of the Congo (DRC). Core Functions / Responsibilities: Supervise the implementation and monitoring of CCCM activities in the province of responsibility, including monitoring IOM’s Implementing partners engaged in the projects in relation to implementation within the province. Supervise the CCCM unit in the province of responsibility. Ensure the application of IOM Site Management Strategy, standard operating procedures and policies while liaising with partner organizations and governmental authorities to coordinate existing activities. Check that adequate camp management systems are established for displacement sites in the area, either through IOM direct staffing or partners, bring issues to the attention of the supervisor, and work closely with the DTM (Displacement Tracking Matrix) team to facilitate the adequate tracking and feeding into the operational response of data on sites. Facilitate the integration of Communication with Communities (CwC) activities into Site Management operations, including targeting for camps and out of camps. Coordinate closely with the Shelter, Water, Sanitation and Hygiene (WASH), Health, DTM, and other relevant IOM operational teams to facilitate the provision of services in sites. Act as a provincial CCCM Working Group focal point and participate in relevant forums, including cluster coordination meetings, inter-cluster meetings and partner meetings. Provide inputs for the camp information management system in line with CCCM working groups and Inter cluster guidelines including sex- and age-disaggregated data. Share information with all relevant stakeholders, in manner that upholds the principle of data protection and confidentiality. Work closely with the Resources Management Officer (RMO) at field level to track activities expenditures and highlight issues as they arise. Provide relevant inputs for development of strategy and projects, financial and narrative reports, humanitarian sitrep, factsheet, etc as required by IOM, humanitarian and donor counterparts. Perform such other duties as may be assigned. Required Qualifications and Experience: Education • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience • Experience in conflict/emergency zones and in working in a risk environment, project management and administrative and financial management; • Previous experience with CCCM and/or Displacement Tracking Matrix (DTM) programmes; • Experience in liaising with governmental authorities and local communities, as well as national and international institutions; • Experience in one of the organizations of the UN Common System and field experience are a distinct advantage, good knowledge of agency and cluster processes. Skills • Excellent project management skills including budget monitoring; • Excellent monitoring and evaluation skills and ability to supervises large numbers of staff; • Familiarity with cluster systems, various steps of project cycle and coordination with donor, local authorities, beneficiaries and other stakeholders; • Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding. Languages IOM’s official languages are English, French, and Spanish. For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish and a local language is an advantage.
