World Vision (WV) is inviting potential consultation firms, which are all strong and highly regarded within the industry to participate in providing the service of Assessing Alternative Care for Children in northwest Syria Consultancy Service.

Interested suppliers are expected to submit full financial proposal based on the TOR in the attachments along with confirmation of the deliverable and clear timeline.

  • REQUIRED EXPERTISE AND QUALIFICATION

  • Advanced academic degree in social sciences and/or law, research, or related technical field;

  • Proven experience in conducting assessments in the area of Alternative Child Care, CP, Child Welfare (not less than five years) Potential contractors shall provide evidence of their capacity in terms of the above;

  • Excellent analytical and facilitation skills;

  • Good writing and presentation skills;

  • Ability to work with various counterparts, including government, donors, NGOs, and children on sensitive issues;

  • Ability to produce content to a high standard for deliverables;

  • Sensitivity towards ethics with regards to child protection issues, different cultures, local customs, religious beliefs and practices, personal interaction and gender roles, disability, age, and ethnicity;

  • Experts should have excellent oral and written communication skills in English. Knowledge of Arabic is an asset; and

  • Previous experience in Syria or the MENA context.

  • EVALUATION CRITERIA

The expert will be evaluated against a combination of technical and financial criteria (combined scoring method). The maximum score is100% out of which technical criteria equal 70% and financial criteria equals 30%. The technical evaluation will include the following:

  1. Educational Background as requested: 15%.

  2. Extensive expertise, knowledge, and experience in the field of Gender, protection, GBV in a humanitarian setting, remote management; 30%

  3. Demonstrated experience and practical knowledge in working and collaborating with stakeholders including clusters; INGOs and NGOs: 5%.

  4. Overall Methodology: 40%.

  5. Fluency in Arabic working knowledge 10%

**Pre-qualification requirement in the offer are as below :

Business registration/incorporation, business license
Tax registration, tax clearance certificates
Information on ownership structure (Name of directors of the company / Owner)
Last two years of audited financial statements
References from previous customers
Self-declaration of no legal disputes that ended in Court in the past three years
Sign Conflict of Interest disclosure
Sign statement that the bidder would be open to back ground checks including watch dog screening
Sign Supplier Code of Conduct
Sign WV’s Safeguarding Policy
Sign Anti-Corruption Policy
