Chemonics seeks an indefinite delivery/indefinite quality (IDIQ) Prime Contract PMU Manager to support the Global Health Supply Chain - Procurement Supply Management (PSM) Project located in Arlington, VA. The Manager for the GHSC-PSM project is responsible for monitoring and completing tasks related to GHSC-PSM prime contract management and compliance with contract requirements and contract administration best practices, and tasks related to new business, technical capacity, and management and leadership. Manager supervises an associate and reports to the GHSC-PSM IDIQ PMU Prime Contract Director We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provides day-to-day GHSC-PSM contract management and administration support

  • Supports the implementation of GHSC-PSM prime contract management best practices and risk mitigation strategies and approaches

  • Coordinates with GHSC-PSM Risk Management and GHSCO Compliance teams to ensure coordination, compliance, and process improvement

  • Supports consistent interpretation and application of prime contract clauses and requirements

  • Liaises with GHSC-PSM IDIQ PMU and GHSC-PSM technical teams to ensure proactive client management under the supervision of the GHSC-PSM IDIQ PMU Prime Contract Director

  • Supports management of client communication and approvals process; suggests improvements and identifies potential bottlenecks; supports development and continuous improvement of processes and procedures for client communications and client management

  • Manages compliance with contract requirements, including supporting general risk management and mitigation.

  • Supports GHSC-PSM HQ and Country Teams staff capacity building on all prime contract requirements and management best practices

  • Provides guidance to GHSC-PSM HQ, Country Teams and field office staff on prime contract requirements and the approval process; ensures quality control for GHSC-PSM Risk Management and Country Programs

  • Tracks deliverables and reporting requirements and liaises with GHSC-PSM Operations and Risk Management teams

  • Maintains situational awareness of all GHSC-PSM approvals including trends, client preferences, and quality control

  • Coordinates with Finance teams on level of effort (LOE) and spending tracking

  • Provides surge capacity support to GHSC-PSM Teams, as appropriate

  • Recruits long- and short-term project personnel in accordance with Chemonics’ practice and pertinent U.S. government regulations, as appropriate

  • Conducts field visits, including conducting training, conducting or responding to audits, providing input to work planning, conducting technical research, and performing other operational tasks

  • Promotes Chemonics by attending external events, networking with clients and counterparts, articulating a solid understanding of Chemonics’ past and present portfolio, effectively representing the company’s history, values, and standards, and identifying and developing business leads

  • Actively engages in technical practice of relevance to areas of interest or focus, sharing information and best practices learned with the company

  • Participates on proposal teams and mentors others

  • Performs all tasks and responsibilities demonstrating behaviors associated with Chemonics’ values and competencies at all levels in the company

  • Identifies issues or potential risks and makes informed decisions on how to address the issues, communicating, when appropriate, with the GHSC-PSM IDIQ PMU Prime Contract Director and the Senior Vice President.

  • Appropriately consults with support divisions on home-office and field-office matters to help make informed decisions

  • Supervises, develops, and evaluates assigned staff. Ensures staff receive regular constructive performance feedback, prompt resolution of problems, and the time and opportunity to grow professionally

  • Performs other duties and responsibilities as required

Qualifications:

  • Minimum 3 years of project management or relevant experience, including subcontract or prime contract management responsibilities

  • Bachelor’s degree required; Master’s degree preferred

  • Experience with a wide variety of contracts and subcontracts including fixed price, IQC, and cost reimbursement preferred

  • Demonstrated ability to communicate clearly and concisely, both orally and in writing, and lead presentations, training courses, and effective meetings

  • Willingness to travel and work abroad a minimum of 4 to 8 weeks per year; experience living or working in developing countries preferred

  • Mastery of critical project management skills, including subcontract management, budget management, contractual compliance, client relations and knowledge of client , and personnel management

  • Strong organizational and work prioritization skills and attention to detail

  • Strong MS Office, word processing abilities

  • Ability to work on one or more projects and provide support to proposals

  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills

  • Experience supervising or mentoring employees preferred

  • Ability to work both independently and as part of a team

  • Demonstrated integrity, independent thinking, judgment, and respect for others

  • Demonstrated leadership, versatility, and integrity
