The Sr. Program Officer will support CARE USA’s Policy and Advocacy Department’s cross-departmental grant and project management; monitoring, evaluation and learning; and external engagement needs. This includes working closely with the Sr. Director of US Advocacy, CARE’s financial team and other budget holders in the Department to ensure good stewardship of our grants as well as to build our pipeline and pursue additional funding opportunities. The position will also support capturing information about CARE’s advocacy accomplishments, monitoring our work and presenting this information in a way to inform learnings to advance our strategy and approach. Lastly, the Sr. Program Officer will support the Cross Department Strategy Team and management of external contractors and coalitions as needed.

Overall, this position will be an expert project manager, pulling from various resources and working across teams and stakeholders to align donor interest, grant objectives, advocacy objectives and work streams to move major initiatives forward and track their impact.

The Sr. Program Officer thrives in a fast-paced environment, hungry for information, data and evidence and has the skill set to transfer learnings and data to various audiences with proven written/verbal communication skills. They must be interested in working in a matrixed and geographically dispersed organization, with the ability to self-start and carry projects forward with input from multiple teams.

Responsibilities:

  • Grants Management:
    • Develop and lead processes for drafting and finalizing grant reports and project updates
    • Support pipeline and fundraising initiatives, including pulling from resources to outline and draft grant applications, proposals, donor cultivation materials, etc.
    • Work with grant and budget managers to ensure effective management of multiple restricted grants
    • Support drafting and processing of contracts, purchase requisitions, invoices, expense reports, etc.
  • Knowledge Management:
    • Conduct and analyze Learning Tour feedback interviews and compile major themes to inform continued improvement of the program
    • Track and organize advocacy accomplishments against grant deliverables for key USG advocacy grants
    • Contribute to the development of communication materials on CARE and PAD’s advocacy initiatives, including wins, learnings, and our reach and impact for internal and external audiences
    • Analyze and present data effectively in graphic and online formats to reach CARE supporters, partners and donors
    • Support the departments utilization of Salesforce, including supporting the onboarding and training of new staff o department protocol and testing new features
  • External Relations & Resource Support:
    • Develop and manage workplans and processes for effective collaboration with external CARE consultants
    • Pull from existing resources to support outlining, drafting and updating external-facing advocacy resources, such as policy agenda, 1- pagers, advocacy toolkits, etc.
    • Develop and manage processes for editing and finalizing resources with relevant stakeholders

Qualifications:

  • College degree in relevant field
  • 2 years of relevant experience - working on budget and grant management, evaluation, monitoring and learning or NGO management
  • Experience with and knowledge of how USG policy is made and implemented
  • Experience working with multiple teams
  • Experience getting things done without direct line management authority
  • Experience in a fast-paced, ever-changing work environment
  • Attention to detail
  • Excellent at meeting deadlines and managing multiple projects at once
  • Knowledge and understanding of policy issues related to CARE’s mission
  • Excellent collaboration skills and comfort working within teams
  • Word processing, Outlook, PowerPoint, Excel skills
  • Database management skills
