Project Summary:

Afghanistan's Measure for Accountability and Transparency (AMANAT) project is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project will work closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms will include administrative streamlining, improved internal controls, e-governance applications, more open data, and establishing ethics units in government agencies. The project will also promote better communication of these reforms to generate more public trust in government. In addition, civil society, business and the media will play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

Position Summary:

The Planning and Policy Advisor will be responsible to provide guidance and support to the Directorate of the Secretariat to assist them as they develop and implement the Access to Information Commission (AIC) plans and policy framework. The Advisor will develop and implement action plans, work with the Secretariat staff, and provide support and guidance as needed.

Responsibilities:

  • Work with the Directorate of the Secretariat and staff of the Directorate to develop monthly, quarterly and annual plans for the planning and policy department
  • Create annual performance plan of the commission based on the commission working unit's information, available figures and considering the endurance, duties and legal responsibilities of the commission
  • Collaborate with the secretariat departments to engage the secretariat staff in preparing their annual, quarterly and monthly plans and develop their planning skills through workshops and seminars
  • Work with the Directorate of the Secretariat and staff to draft a long-term policy framework for the Commission to meet the objectives of the Commission's (five-year) strategy
  • Provide support to the Directorate staff in developing and implementing policies and long-term objectives to achieve the Commission's expected goals
  • Coordinate with the Directorate staff and ensure effective working relations with the departments of the Commission, and other partner institutions to implement the Commission's plans
  • Strengthen transparency in the implementation of fight against corruption and increase demand for information in consultation and coordination with the Commission leadership
  • Obtain financial and technical support from national and international institutions by developing proposals with the provisions of the law in the light of the strategic and operational plans of the Commission
  • Enhance provincial activities of the commission by formulating and developing policies
  • Formulate a policy to ensure and strengthen the Commission's relationship with the media, research centers, civil society organizations, journalists and freelance writers who use the Access to Information Act
  • Collect, consolidate and analyze quarterly and annual performance reports of the Commission units and compare them based on their previous plans
  • Develop a comparative study of the policies and strategies of the Commission with similar documents of the Commissions and similar institutions of other countries
  • Provide monthly, quarterly, and annual performance/activities report of Consulting Department to the General Directorate of the Commission
  • Any other duties agreed upon by AMANAT and the members or General Director of the Secretariat of the Commission

Qualifications:

  • Bachelor's degree required, master's degree preferred
  • Minimum of eight years of experience required with bachelor's degree, minimum of five years of relevant experience required with master's degree
  • Ability to work effectively in a team
  • Strong communication skills including effective listening
  • Ability to problem solve
  • Demonstrated track record of creativity, innovation and flexibility
  • Ability to gather data, compile information, and develop reports
  • Ability to organizing resources, establishing priorities and resolving conflict
  • Skills with conflict resolution and/or mediation
  • Knowledge of office management principles and procedures
  • English fluency and professional proficiency in Dari and Pashto (written and verbal) required
