Position Summary: In response to the fires on Lesvos, Greece, which destroyed the Reception and Identification Centre (RIC) in Moria, HIAS is seeking an Emergency Coordinator to join its existing team on the ground and play a leading role in coordinating and operationalizing HIAS’ emergency response. HIAS has had a presence is Lesvos since 2016 with a focus on the provision of legal aid support to asylum-seekers in Moria camp. With over 11,000 individuals, including 4,000 children, having been displaced due to the Moria campfires on September 8-10th, there are significant unmet humanitarian needs, and the Emergency Coordinator will play a critical role supporting the Lesvos team to start-up and implement a response program.**

*This position is for 3 months, and is contingent on funding.

As a member of the HIAS Greece country team, the Emergency Coordinator will be responsible for developing, coordinating, and managing all emergency activities. Reporting to the Program Manager, the Emergency Coordinator will oversee the start-up and implementation of HIAS’ emergency programming related to MHPSS and GBV, and will work closely with the GBV and MHPSS technical staff (currently being recruited) to ensure coherence with the existing legal protection work. The Emergency Program Coordinator will be responsible for project management of the emergency activities, will play a leading role in engaging with partners and other agencies and authorities, and will ensure HIAS’ representation in relevant emergency coordination fora. As needed and if requested by the Program Manager, this position will also develop emergency funding concepts and proposals/budgets and may respond to requests by Communications. With a strong background in emergency and humanitarian response, the Emergency Coordinator will also ensure that HIAS Greece’s emergency programming adheres to best practice and Do No Harm principles.

Given the small team on the ground in Lesvos, this role will also provide critical operational support to enable HIAS Greece to implement its response on a timely basis. This will entail broad support for tracking of budgets and project costs, ensuring that the required human resources are available and onboard to support the response, flagging and contributing to solutions for logistics issues that may arise, and supporting the team to ensure that safety and considerations are integrated into program planning. This will be particularly critical amidst the current COVID-19 pandemic, and given the potential for rapidly changing conditions, PPE requirements and risk mitigation measures, movement restrictions, etc.

Emergency Programming

  • Collaborate with International Programs, Emergency Department, and Institutional Development to ensure programming is designed around technically strong assessments and is needs-based. This includes working on emergency multisectoral assessments as needed.
  • Reporting to the Program Manager and working closely with the MHPSS and GBV Specialists, oversee the implementation of HIAS’ emergency response in Lesvos to ensure objectives are met. This requires supporting program coherence and coordination between new GBV and MHPSS programming and the existing Legal Protection programming.
  • Act as the lead staff responsible for ongoing tracking of emergency program progress against deliverables.
  • Work with HIAS’ HQ-based Technical Directors and the Strategy and Measurement team to ensure ongoing monitoring and that accountability and feedback mechanism are functioning and accessible to HIAS clients.

Coordination and Representation

  • Working closely with the Program Manager, ensure that HIAS Greece is represented in all relevant emergency working groups and lead coordination efforts with local authorities, other humanitarian actors and forums, and conduct outreach to donors as requested.
  • Identify urgently needed gaps and needs in the local emergency context that HIAS may be positioned to fill.
  • In collaboration with the Program Manager, liaise with the government as necessary. This includes ensuring that HIAS obtains the required permissions and access as needed for emergency program implementation.
  • Lead on collation of field-level reporting, including routine updates and Situation Reports for HIAS headquarters as well as any requests for information from working groups, field-level donors, or others.

Funding and Communications

  • Support the development of high-quality emergency concept notes and proposals including adequate budgeting for COVID risk mitigation needs.
  • Identify and communicate to HIAS’ Institutional Development team about emergency funding mechanisms that arise as part of the international community’s response to the situation in Moria.
  • Ensure high-quality and timely donor reports that are detailed and accurately reflect the work of HIAS Greece.
  • Support requests for information from HIAS’ Public Affairs team to support external messaging and Communications or Advocacy initiatives around this emergency response.

Operational Support

  • Using prior emergency expertise, identify and flag the operational support required for the emergency program, and proactively work with HIAS’ Operations departments to solve operational issues as they arise related to emergency programming.
  • Identify required human and financial resources in order to implement the emergency response program and help to coordinate the timely recruitment, response work planning and start-up, and budget tracking and spend planning.
  • In the event that the emergency response requires local procurement, ensure that procurements follows HIAS policy.
  • Ensure that COVID-related risk mitigation steps are taken in all areas of work and follow existing HIAS guidance, and integrate considerations for staff safety, security, and wellbeing into the response, in line with guidance from HIAS’ Safety and Security Department.

Requirements

  • 3-5 years related experience in responding to humanitarian emergencies. Preferably with prior experience supporting emergency program planning, start up, and project management.
  • Basic experience in emergency operations, with demonstrated willingness to problem-solve and support the Lesvos team in identifying solutions to operational challenges that arise.
  • Experience working with displaced populations in camp settings preferred.
  • Experience in Protection sector emergency response, specifically GBV, Psychosocial Support, and/or Legal Assistance, preferred.
  • Must be currently in Greece or have demonstrated extensive prior experience working in Lesvos. Fluency in Greek is preferred.
  • Demonstrated understanding of humanitarian architecture and minimum standards in emergency response.
  • Demonstrated experience in coordinating with multiple stakeholders while keeping the needs of clients and populations of concern prioritized.
  • Flexibility to work in challenging environments and with high workloads and on tight timelines, potentially with limited mobility due to current and/or future COVID-19 movement restrictions.
  • Demonstrated experience writing high-quality concept notes and proposals.
  • Ability to proactively identify and communicate potential problems and offer informed suggestions for solutions.
