We are currently seeking to recruit:   Title:                       Deputy Chief of Party (DCOP) TB-HIV  Location:            Monrovia (with Frequent Travel to the Field) Status:                   National Position Department:          Program Reports to:            Chief of Party ROLE PURPOSE To provide technical leadership of the GF coordination team in the design, implementation and evaluation both to Plan Liberia as co-recipient (PR) and the sub-recipients (SR), To validate achievement of project objectives and indicators that is aligned with Global Fund NFM3 TB/HIV proposal goals and objectives for Liberia. Provide support to, and collaborate closely, with the Chief of Party in the day-to-day implementation of the grant This role directly reports to the Chief of Party. In addition, this post supports and has dotted line supervision to the M&E and Disease Specialist staff. Dimensions of the Role Coordinate internally and externally (with partners) to ensure timely implementation of project activities and delivery of services to beneficiaries Ensure high levels of program quality through technical oversight and guidance and ensuring adequate use of available resources including the expertise provided by technical disease specialists and headquarter technical support Assist the COP to review progress in the implementation in accordance with the approved Detailed Implementation Plan, budget, and SR contracts Provide leadership and support to the staff working on Global Fund TB/HIV project encompassing staff motivation, capacity building, and efficient use of expertise Take a lead role in strengthening partnership at all levels required for accomplishing impact through the Global Fund HIV project implemented by Plan International Liberia Lead the development and finalizing Progress Updates and Disbursement Requests and provide feedback and reports to the CCM Develop and lead the correction of deviation from achieving Performance Framework Targets and budget spending and Track progress on management actions from the donor and the CCM and ensure timely completion of the management actions pertaining to TB/HIV project Work closely with other team units (including finance, M&E), specialists (PHPM/Supply Chain, Gender Adviser), and other departments of the organization for smooth implementation of the project In close collaboration with the M&E unit, lead the implementation of the project’s M&E and supervisory plan including development of data collection tools and timely collection of quality project data. Maintain working relations with National Disease Control Program, Directorate of Community Health, other MOH departments, and local partners to build and transfer capacity for sustainable response to TB and HIV diseases in Liberia. Lead the management of and building capacity of implementing partners (Sub-Recipients) and ensuring compliance by the implementing partners with all the contractual obligations Represent the organization in forums and meetings and do any other tasks as delegated by the COP for an impeccable management of the Global Fund HIV grant. Accountabilities Responsible for overseeing programme activities required to generate results as specified in the project’s performance framework Advise and coach SR partners on technical and management facets of programme implementation Establish and maintain strong working relationships with stakeholders including yet not limited to the Ministry of Health and National Aids Control Programme Oversee Plan International Liberia staff performance management and professional development Support the Chief of Party in programme and financial management of the TB/HIV Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. Key relationships Snr M&E Manager (high); Local Fund Agent (LFA) (medium); Global Fund Secretariat (medium); Sub-recipients (SR) (high); Public-private stakeholders (low) Local partners involved in addressing all project matters (medium). Technical expertise, skills and knowledge Qualifications and Experience Master’s Degree or equivalent in public health, health sciences, social sciences, technical sciences, management or related disciplines. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree At least 8 years progressively responsible working experience in project/program development and implementation, management, and strategic planning, monitoring and evaluation, team and office management or related field, of which 3 should be with some experience in a senior management position. Work experience particularly in community development is desirable. Knowledge of key Plan policies, procedures and regulations, front-line team management, central and local governments, and community development preferred. Proven experience in building and maintaining institutional linkages required. Experience with participatory methods and partnerships required. Public relations skills required. Understanding of and experience with humanitarian development organizations, and accompaniment and capacity-building principles in local partnerships highly desired. Ability to travel nationally and internationally as required.
