Behavioral Specialist - Social and Behavior Change Communication Strategy

Cowater, in collaboration with WaterAid, is recruiting a Behavioral Specialist for an upcoming World Bank-funded project to conduct a formative research in order to develop and implement a complementary WASH social and behavior change communications strategy (SBCCS) in Eswatini (Swaziland).

General objectives of the project:

  • Achieve increased access to safely managed sanitation and basic hygiene management;
  • Provide improved access to sanitation services in health facilities, schools and informal settlements, households with children under 3 years old (baby-WASH);
  • Support the development of a sustainable, user- friendly domestic rural sanitation and hygiene technology to be constructed in targeted households of the region; and
  • Reduce fecal-oral exposure.

Specific objectives of the project:

  1. Undertaking a situation analysis, including;
    1. reviewing Program documents, existing baseline studies and other information on WASH coverage and health;
    2. reviewing all ongoing/planned WASH and behavior change activities, and identify key gaps/challenges;
    3. identifying and mapping key stakeholders and partners involved in WASH and behavior change;
    4. developing an initial understanding of WASH products and services provided by Ministry Of Healt (MOH) and other partners including the client, and behaviours that impact the provision of services and that could impact interventions planned under the Project;
    5. reviewing existing studies and literature on factors influencing household and institutional setting behaviours in eSwatini (effecting fecal-oral pathways and other key identified behaviours);
    6. identify knowledge gaps to be addressed through formative research; and
    7. assessing the capacity of MOH and the client at regional level and nationally in implementing a SBCCS, identifying gaps and areas for improvement. In addition, conducting an assessment of existing sanitation and hygiene technology trailed/used in the country to assess their sustainability, usability and acceptability for domestic users, and developing a minimum technical requirement for domestic toilets in conjunction with MOH.
  2. Proposing an analytical framework and conducting formative research to inform the development of the SBCCS. (understanding of : caregivers, child, and other household member barriers and other determinants; health risks, positive and negative attitudes, social norms, ability or how-to-do and self-regulation (RANAS) of behaviors known in this context to reduce exposure to fecal-oral pathogens and achieved desired behaviors using qualitative and quantitative research tools);
  3. Developing a SBCCS, implementation plan and associated products, tools and materials that will support MOH and the client in achieving improved WASH services and behaviors in the targeted region;
  4. Based on the assessment of sanitation and hygiene technologies trialed in the country, develop technical specifications for the procurement of construction materials for 10,000 domestic rural sanitation and hygiene facilities, meeting the developed minimum technical requirements, that will be constructed in most vulnerable households in the targeted region;
  5. Developing a communications (tradition and beyond traditional) plan to accompany the SBCCS and target the desired audience;
  6. Implementing the SBCCS in close collaboration with MOH and the client, providing training and capacity building to key MOH and the client staff;
  7. Supporting households to construct the domestic rural sanitation and hygiene facilities and provide training for their ongoing operation and maintenance.


The Production / Communications Manager will be responsible for managing the production of products, tools and materials which will be used to support the implementation of the WASH behavioral change strategy via Information Education and Communication (IEC) activities. This includes organizing and overseeing production of communication materials (audio, video, printed) such as posters, flyers, leaflets, brochures, booklets, messages, radio broadcasts or TV segments, etc.
The candidate will be responsible for the production of adapted materials in terms of quantity, quality and timing.


Based on the findings from the formative research and situation analysis, the Behavior Specialist will contribute to the design and implementation of a WASH behavior change strategy via the analysis of the most important determinants of the identified behaviors. Behavior change techniques (BCTs) will be selected, combined with adequate communication channels, for integration into a SBCCS for the Project.


  • Education: A bachelor’s degree in behavioral economics or science;

Minimum Experience:

  • At least 10 years of relevant experience, including at least 5 years’ experience in behavior change in fields such as public health, environmental management, water and sanitation;
  • Experience in rural projects;
  • Experience with target groups (households, institutions, mothers with children under 3 year) would be an asset;
  • Previous working experience in Eswatini / Swaziland or in the region.

Essential Skills:

  • Fluency in English;
  • Ability to work in a multicultural team

Employment conditions: This assignment will have a total duration of 21 months.
