Plan International Liberia is committed to ensuring that Child Protection and Youth Safeguarding, Gender Transformative programming and Influencing are key and an integral part of all its work in the country.     We are currently seeking to recruit:   Title:                      Audit Officer  Location:           Monrovia (with Frequent Travel to the Field) Status:                  National Position Department:         Internal Audit Reports to:           Senior Internal Auditor ROLE PURPOSE Plan International Liberia (PIL) has established an Internal Audit Department (IAD) as a key component of the PIL’s governance framework. The Internal Audit function is part of the third line of defense, providing assurance functions to Country Director and Country Leadership Team that the first and second lines’ efforts are consistent with expectations by bringing a systematic approach to evaluating and improving the effectiveness of risk management, control, and governance processes. Additionally, the incumbent is responsible for supporting the coordination of all external audits, following up on audit action lists, facilitating partner due diligence and assessments, and coordinating risk management reviews.   Dimensions of the Role Reports to the Senior Internal Auditor Budget responsibility limited to area specific matters. Finance systems and processes for compliance and management information Risk Management and support of all Plan systems Programs and procurement review for compliance   Accountabilities Internal Control Participates to the design, implementation and monitoring of all the processes required in the Internal Audit work (Annual plan, Standard working papers, reporting format and protocols). Develops (with support from the Senior Internal Auditor), coordinates and implements a comprehensive internal control (audit) schedule that ensures regular coverage of every unit Performs/participates in other sensitive reviews and investigations as assigned by the Senior Internal Auditor Prepares reports for management on internal audit assignments undertaken Participates in the design of all tools required for the internal control (audit) work (working papers, reporting format and protocols, etc) Facilitates any required self-assessment exercises on the effectiveness of internal control as assigned Advises the Senior Internal Auditor in the strengthening of internal controls, systems and processes Facilitates the sharing of learning, based on best practices within the organization as well as on best practices from the sector generally Actively participates in any regional internal control / audit networks as well as relevant external networks concerning internal controls and risk management Performs other duties, including undertaking complex or sensitive reviews and investigations as assigned Partner/SR Risk Management Contribute to monitoring whether appropriate due diligence is carried out on all potential partners/SRs, including financial capacity assessment and anti-terrorism screening Contribute to monitoring actions taken to address weaknesses identified through partner due diligence Coordinates/performs partner/SR audits to ensure compliance with donor and Plan rules and regulations   External Audits and Reviews Contribute to all external audits, facilitating timely provision of documents and information as required by external auditors/reviewers Contribute to monitoring actions taken by management in response to external audits and reviews, ensuring that all such actions are implemented and reported as agreed and on a timely basis Risk Management Contribute to strengthen the Risk Management processes in line with the Global and Regional strategy through facilitation of the country Risk management plan of actions and monitoring of the Risk Register. Tracks progress of agreed actions to mitigate risks Child & Youth Safeguarding, Gender Equality & Inclusion and key Policies Implementation Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. Technical expertise, skills and knowledge Essential At least 3 years’ experience in internal audit Independence and objectivity, you should be able to work with minimum supervision Ability to remain calm and positive under pressure and in difficult situations Ability to negotiate, persuade and influence Ability to train and mentor staff, partners and communities Ability to study and quickly understand new operating environment and organizational systems Familiarity with Microsoft Word, Excel and PowerPoint Organized, methodical and meticulous.
