LAW is an independent, non-profit organisation comprised of human rights lawyers working in fragile and conflict affected areas in the Middle East, Africa and South Asia. In Lebanon, Legal Action Worldwide (LAW) through Legal Action Lebanon (LA Lebanon) provides legal information, assistance and legal representation through Lebanese lawyers, to thousands of Lebanese, Syrian and domestic migrant workers within Lebanon. Focus is placed on providing high quality legal services to the most vulnerable and achieving the best legal outcome for them.
On 4 August 2020 a massive explosion ripped through Beirut, Lebanon. The cause of the blast and who is responsible remain unclear, however the devastation does not. The blast killed over 200 people, left thousands injured, destroyed thousands of buildings and incinerated the city’s grain store. Legal Action Lebanon, based in Gemayze, Beirut, have established an emergency project in response to the dire needs of the community. From tents set up outside the office, the team will provide legal information and assistance to people who have suffered and continue to suffer from the blast.
In addition, LAW and Legal Action Lebanon are providing support to survivors’ group Victims of the Beirut August Massacre. The group of around 1000 survivors of the blast and victims who suffered material damage, have called upon the international community to support their pursuit of justice, requesting international investigation and prosecution to hold accountable those responsible and order damages to the victims. As of 17 August 2020, the number of persons who registered electronically was 1040 persons.
LAW and LA Lebanon seek a highly motivated individual to produce a report on the status of the current investigation and its apparent deficiencies as well as other legal implications regarding the Beirut Blast and contributing factors towards the Blast, including corruption, with recommendations on the way forward to achieve justice in this/these crime(s), including international legal avenues or suggestions. They will work closely with LA Lebanon’s Board. He/she will bring an excellent understanding of the Lebanese context; political astuteness; legal practice including an understanding of international law and mechanisms.

Functions/Key Results Expected:
The Senior Legal Advisor will perform duties and responsibilities in accordance with the objectives and activities set out below:
Prepare a submission for UN bodies and member states on:
the status of the the current investigation and its apparent deficiencies as well as other legal implications concerning this/these crimes including corruption and other contributing factors,
the relevant requests of the Victims; including Annex of preliminary statements (preliminary statements will be undertaken by LAW),
biography of the publicly available information and media reports on the investigation,
Recommendations on the way forward to achieve justice in this/these crime (s), including legal international avenues and recommendations.
v Prepare a skeleton outline of the submission in English: 30 September 2020
v Collate the preliminary statements prepared by LAW: 2 October 2020
v Prepare first draft submission: 10 October 2020
v Final Submission: 25 October 2020
Skills and Experience Required:
- Lawyer preferably with a focus on human rights, international law, access to justice. Master’s degree is preferred asset.
- Excellent research and drafting skills to suit a wide audience in French, Arabic and English.
- Excellent organisational skills and analytical skills.
- Proficiency in Microsoft Office Suite and strong technical literacy.
- Strong communication and interpersonal skills with ability to build professional relationships (sensitive to cultural needs)
- Demonstrated experience to work remotely on your own and take initiative;
- Experience working with international organisations is preferred
