Chemonics seeks a qualified individual for the role of Monitoring, Evaluation, Research, and Learning (MERL) Manager for the three-year, UK-Funded, Serious Organised Crime (SOC): Prevent – Alternative Pathways programme in Albania. This programme is managed by the UK Home Office and funded through the Conflict Stability and Security Fund (CSSF). The MERL manager will be responsible for overall management and direction of rigorous monitoring, evaluation, research, and learning activities of the programme to measure progress towards initial and intermediary results and the overall programme goals. Specifically, measuring the direct impacts of the project on reduced levels of serious organised crime in Albania and internationally. Ideally, we are looking for a candidate with experience in community mobilization, youth mobilization, and/or tackling Serious Organized Crime. The position will be based in Tirana, Albania. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Ensure the overall design and execution of the MEL plan by ensuring the quality of the project’s Monitoring & Evaluation (M&E) systems and appropriate data capture
  • Contribute to data analysis and impact assessments on program and activity levels
  • Develop a system of capture and disseminate knowledge and lessons learned within the project and among project partners
  • Design data collection tools that allow for quantitative and qualitative analysis
  • Develop tools for preliminary profiling and impact assessments
  • Work with project leadership to design and lead internal “deep dive” sessions with project staff and donor representatives, and the external “pause and reflect” sessions with project staff, donor representatives, and project counterparts

Qualifications:

  • University degree in sociology, mathematics, data analysis, economics, communications or related field required. Master’s degree preferred
  • Minimum of five years of Monitoring & Evaluation experience required
  • Experience with report writing and editing
  • Experience working with the UK donor-funded programs is an advantage
  • Demonstrated professional excellence and strong analytical skills
  • Demonstrated leadership, versatility, and integrity
  • English fluency required, Albanian proficiency preferred
