REGIONAL ADVISOR- CHILD PROTECTION – (AFRICA REGION- (RA-CP) JOB DESCRIPTION REGIONAL ADVISOR- CHILD PROTECTION – (AFRICA REGION- (RA-CP) Based in: Kampala – Uganda with regular travel within the region Reports to: Regional Representative Updated: July 2020 Purpose The Regional CP Advisor will play a key role in strengthening War Child’s regional child protection capacity in general, with focus on War Child’s core intervention programming (case management and community-based child protection), through technical assistance, strategic and programmatic support, coordination, competency building (training/mentoring/coaching), and surge capacity for emergencies. The role shall include travel to WCH Country Offices in the Regional, [e2] its affiliates and HO [e3] when required to fulfil the obligations of this role. Objectives[MN4] of the job Technical support and quality assurance. Cross-country learning. Coordination, representation and fundraising among partners and other stakeholders, including Government counterparts. Essential functional relations The RA-CP reports directly to the Regional Representative (RR) Other[MN5] essential functional relations include: The Regional teams, PQ, R&D and 2PG teams at HO. Roles and Responsibilities 1.Technical support and quality assurance Ensure that country programs have sufficient resources and expertise at hand to build capacity, monitor, quality-assure, capture evidence and learning, and develop further in their ability to provide quality and evidence-based interventions. Be a focal point in the Africa Region for providing long-lasting capacity and competency building. Coordinate regional human resources linked to the quality implementation of key CP approaches, methodologies and strategies. Guide CP inputs into country strategies, policies and guidance Deploy and be available for CPiE for War Child in the region supporting Country CP teams in conducting assessments and deliver quality CP response. Build competence of Country offices in the region including partners in CP thematic areas Contribute to the global thematic development work and advocacy in War Child’s CP priority areas and core interventions Ensure that CP M&E standards are adhered to in countries in line with CPMS, War Child’s M&E framework and other relevant tools. Result: War Child’s child protection programs in the Africa Region are able to deliver quality and evidence based child protection interventions aligned with internal theory of change and international standards 2.Cross-country learning Provide opportunities for cross-country CP knowledge acquisition, capacity and competency development, including but not limited, to the areas of community-based child protection and case management Gather lessons learnt from Countries CP programs, including documentation and dissemination of new knowledge and ensure that lessons learnt in one Country program are shared and considered in other Country programs for effective CP programming Ensure synergies and shared learning of thematic program work between Countries and from local to international level Share and disseminate relevant CP material among countries Result: CP programming in War Child’s Country in the Africa Region is of quality and coordinated through dissemination and sharing of CP knowledge and capacity. 3. Coordination, representation and fundraising among partners and other stakeholders, including Government counterparts. Attend and contribute to coordination initiatives for CP in the region, and contribute to the development of regional initiatives focused on CP Represent War Child in relevant regional CP technical fora, including relevant regional CP donor meetings as required. Coordinate with other regional CP organizations and stakeholders Support efforts to fundraise to expand CP programs in the region, based on evidence gathered, monitored and analyzed in countries Coordinate with War Child’s CP R&D Department to share lessons learned and follow up on development of CP core interventions. Result: War Child’s CP regional programming is profiled at regional level with relevant stakeholders for increased access to fundraising opportunities, consortia and collaboration Any other duties as assigned by the line manager in fulfillment of the tasks. Other Areas Knowledge and competences · Master degree or post graduate diploma in Child Protection, Social Sciences or Social Development. · Specialist knowledge of current principles and practices of child protection programming with children in (post)conflict areas. · Extensive and progressive experience working in child protection programming in the Africa region.[MN6] · Specialist knowledge of current principles and practices of in Child Protection and child safeguarding with children in (post)conflict areas is necessary. · Knowledge of quantitative and qualitative monitoring & evaluation tools. · Minimum 5 years (I) NGO work in developing countries / conflict areas, preferably with children. · Minimum 3 years in staff capacity building and experience in providing trainings. · Good communicator, willing to share knowledge and experience · Strong project management experience · Knowledge and experience in Monitoring & Evaluation · Should be fluent in writing, reading and speaking both English & French Skills · Strong (creative/interactive) training skills. · Strong supervision, coaching and communication skills. · Able to quickly identify needs / gaps and work towards solutions. · Cultural sensitivity. · Result-oriented. · Willing and able to travel regularly.
