To continue responding effectively to challenging contexts while also contributing to longer-term efforts to end hunger, WFP is in the process of reshaping its engagement and support for enhanced resilience, climate change adaption and livelihoods, to support governments and communities with their hunger-fighting strategies. In recent years, WFP has experienced a paradigm shift in response to an evolving operating environment that requires the UN agency's technical expertise not only in the delivery of food assistance, but also in the development of sustainable hunger-smart and nutrition-sensitive solutions that will support progress towards Sustainable Development Goal (SDG) Two: 'End hunger, achieve food security and improved nutrition, and promote sustainable agriculture'. This shift means that WFP Middle East, North Africa, East Europe and the Central Asia region needs to focus on providing technical advice and operational services aligned with national frameworks, national adaptation plans for climate change and other strategies and priorities for reducing vulnerability and enhancing resilience. Efforts from WFP towards 2030 Agenda need to influence the design of these programmes and these efforts should yield high and significant impact on nutrition status and contribute to improved food security outcomes. WFP's Regional Bureau for Middle East, North Africa, East Europe and the Central Asia region (RBC) is looking to expand its support for enhanced resilience, climate change adaptation and livelihoods. RBC provides strategic guidance, policy/technical support and direction to WFP operations and activities in 17 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Kyrgyz Republic, Lebanon, Libya, Morocco, Palestine, Sudan, Syria, Tajikistan, Tunisia, Turkey and Yemen. In this context, WFP is seeking to enhance its capacities to support regional and country level efforts through the recruitment of a Programme Policy Officer. This post will be based in the resilience team under the supervision of the Regional Programme Policy Officer for Disaster Risk Management and Climate Change. STANDARD MINIMUM QUALIFICATIONS Education: Master's degree in political/social sciences, international development, environment, or First University Degree with additional years of relevant work experience. Experience: At least 3 years of postgraduate progressively responsible professional experience in international development, specifically strategies and/or policies at global/regional/national level for enhanced resilience and livelihoods, climate adaptation, disaster risk reduction, and social protection or other related fields Exposure to humanitarian and/or development fields Relevant policy and strategy experience in policy discussion and decisions Proven ability and experience in the coordination of interagency networks, partnerships, strategies and communications initiatives Language: Fluency in both oral and written communication English & Arabic KNOWLEDGE & SKILLS Excellent interpersonal skills required Strong analytical and report writing skills Strong team work and coordination capacities Excellent written and oral communication skills KEY ACCOUNTABILITIES (not all-inclusive) Provide WFP country office technical and backstopping support, providing technical guidance as required, including through field missions, and facilitate the development of an internal community of practice amongst staff Contribute to ongoing strategic planning processes at country and regional levels on resilience to support the improved positioning of WFP in this area, vis-à-vis internal and external stakeholders Support the planning, design and start-up implementation of specific climate finance related efforts at country level, including development and review of proposals related to the Green Climate Fund, the Adaptation Fund, and other funds and donors as relevant Research and analyze policy and operational issues to support the development of country strategies, programme and activities Contribute to the development and coordination of case studies, research, operational information and other knowledge management products, support the organization of external presentations and events showcasing WFP experience and learning, and promote effective information-sharing and exchange Contribute to the preparation of reports on programme activities to support decision making and information sharing Contribute to coordination of regional WFP programme and policy initiatives such as the SDG Climate Facility, including associated resource mobilization efforts Support the development of existing partnerships and identification of new ones, including with other UN agencies, the League of Arab States, and other regional institutions, academia and initiatives Liaise with other functional sections and units to ensure effective internal collaboration Perform other duties as required.
