Context: Through the Niger Community Cohesion Initiative (NCCI), IOM seeks to improve community stabilization by developing and implementing small-grant activities through a process-oriented, community driven approach in Diffa, Tillabéri and Tahoua regions. The overall goal of NCCI is that at-risk communities have more trust in local government authorities and state structures and have improved resilience and cohesion to resist and address conflict, insecurity, and violent extremist threats in targeted regions Under the overall guidance of the Deputy Program Manager (DPM) and the direct supervision of the Program Development Officer (PDO), the successful candidate) will provide specific technical programmatic assistance to support the identification and approval process for project activities in Tahoua and internal and external reporting for NCCI. S/he will be expected to have solid professional skills and quickly develop functional knowledge of IOM processes, procedures and guidelines. Core Functions / Responsibilities: Support PDO by generating and updating weekly and monthly grant commitments for project activities in Tahoua. Work closely with relevant field colleagues in Tahoua and provide specific technical inputs for the development of joint grant activities for approval that contribute to the overall objectives and outcomes of NCCI. Complete “Yellow Light (YL)” and “Green Light (GL)” templates for approval by senior management (and sometimes donor) where suggested activities are clearly described in a Theory of Change linked to programme objectives and outcomes. Liaise with Finance, Procurement and Monitoring and Evaluation (M&E) Units to track their timely and appropriate inputs into project activities, and the alignment of budgets and implementation timelines with activity descriptions and timelines. Regularly monitor the project cycle for activities implemented in Tahoua. Upon instruction, draft the Terms of Reference for consultants to be hired as part of activities to be implemented. Draft specific portions of the Final Evaluations Reports (FERs) for review and inputs by PDO, M&E and other colleagues. Gather contextual information on the Tahoua region of Niger on a weekly basis. Perform such other duties as may be assigned. Required Qualifications and Experience: Education • Master’s degree in International Development, Political Science, International Relations, Diplomacy, Social Science or a related field from an accredited academic institution; or • University degree in the above fields with two years of relevant professional experience. Experience • Work experience in project implementation in the field of development or peacebuilding; • Work experience under pressure; should be willing to work overtime and on weekends when required. Skills • Excellent writing and analytical skills; • Ability to understand, develop and implement administrative and financial control procedures; • Sound knowledge of development programme planning and implementation objectives; • Capacity to write concise reports; • Open to feedback - NCCI works in an environment where the development of activities occurs in a collaborative team approach; • Ability to use Access database and Microsoft Excel, Outlook and Word Languages IOM’s official languages are English, French, and Spanish. For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish and/or local languages is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
