Context: IOM Ethiopia’s Migration Management Unit (MMU) works closely with the Government of Ethiopia (GoE) to improve migration management and governance. In the field of Immigration and Border Management (IBM), the unit supports the GoE to design and implement strategies and actions aimed at enabling the Government to manage its immigration system and borders in a manner consistent with international standards, while supporting national and regional security, economic development and the protection of migrants’ rights. IOM Ethiopia collaborates with the GoE through various projects and activities implemented under its IBM Capacity Building Programme Framework, which consists of four areas of action (or pillars): 1) Governance Framework Pillar (development of laws, policies, regulations, and standard operating procedures); 2) Human Resource Development Pillar (design of training strategies and delivery of priority training sessions); 3) Operational Improvement Pillar (development and installation of new systems and technologies); and 4) Cross-Border, Regional and Cross-Regional Coordination Pillar (activities to promote stronger cooperation in immigration and border management). Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Coordinator, Migration Management, and in close coordination with the IBM Senior Regional Thematic Specialist at IOM’s East and Horn of Africa Regional Office in Nairobi, as well as from the IBM Division at IOM Headquarters in Geneva, the successful candidate will be responsible for supervising, managing and coordinating the implementation of IOM Ethiopia’s IBM programming. Core Functions / Responsibilities: Contribute to the development of the mission’s IBM strategy focusing on border and identity management, immigration services and key cross-thematic areas including human trafficking, migrant smuggling, socio-economic development, inter-service, and inter-agency cooperation. Provide advice, analysis, and input into this process. Manage the timely implementation of IBM projects, ensuring technical soundness, alignment with donor requirements and relevant IOM resources management procedures, and synergy with other MMU projects and relevant border management actors. Coordinate the design and delivery of demand-driven and evidence-informed capacity building and training activities on migration and border management for the GoE, UN Agencies and non-governmental actors. Oversee the installation and operationalization of Border Management Information Systems at border control posts for improvement of Ethiopia’s immigration services and policymaking. Recruit and supervise IBM staff and external consultants as per IOM’s procedures and regulations. Regularly review and assess country activities and recommend programme improvements; identify and pursue opportunities for expanding the mission’s IBM portfolio. Ensure the timely preparation and submission of periodic progress and impact reports in line with donor and IOM requirements, working in close coordination with the programme support team. Prepare documents and brief IOM senior management, government officials and donors on migration and border management related topics, including through presentations, briefing notes, talking points, and position papers. Provide advice, analysis, and input into GoE efforts aimed at fostering integrated border management approaches. Priority actions are the integration of IBM functions into inter-ministerial/cross-sectoral cooperation mechanisms, particularly the National Coordination Mechanism on Migration and National Referral Mechanism for Victims of Trafficking and vulnerable migrants. Liaise and coordinate with project partners, donors, and Regional thematic Specialist for IBM applying quality control to all aspects of the various projects’ implementation. Represent IOM Ethiopia in conferences, seminars, workshops, and meetings related to IBM programming & thematic areas. Serve as the IOM Ethiopia focal person for United Nations Legal Identity Agenda initiatives. In coordination with the Programme Coordinator, identify entry points for the establishment of legal identity programming in the areas of the civil registry, identity documentation and consular services. Perform such other duties as may be assigned. Required Qualifications and Experience: Education • Master’s degree in Political or Social Sciences, Migration Studies, International Relations/Law, Humanities, Military Science, or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience • Experience in immigration & border management, project/programme management including operational and policy-related experience; • Experience in developing and managing programmes focusing on IBM, security sector reform and other related fields, with supervisory responsibilities and demonstrated achievements; • Experience in liaising with governmental authorities and institutions in the immigration, security, and other related sectors; • Experience in designing and delivering training and other forms of capacity building in IBM and other related fields is an advantage; • Experience and understanding of Border Management Information System (BMIS) is an advantage; • Experiences in conducting monitoring and evaluation (M&E), with an understanding of M&E tools and approaches. Skills • Advanced knowledge of IBM and integrated border management concepts and approaches within the region an added advantage; and • Familiarity with MS Office software (Word, Excel, Access). Languages IOM’s official languages are English, French, and Spanish. For this position, fluency in English is required (oral and written). Working knowledge of Amharic, French and/or Spanish is an advantage.
