Context: Under the overall supervision of the Chief of Mission (CoM) in Egypt and the direct supervision of the Head of the Policy, Governance and Liaison Unit, and in close coordination with the Regional Thematic Specialist (Immigration and Border Management - IBM) in IOM Regional Office for the Middle East and North Africa Region in Cairo, the successful candidate will be responsible for developing, managing and coordinating IOM Cairo projects on immigration and border management (IBM), as well as ensuring the functions of liaison, reporting and knowledge management, in line with the national strategy and goals in Egypt and the IOM global and regional strategies. Core Functions / Responsibilities: Manage projects and develop programmes and project proposals in the thematic area of IBM, in line with IOM global IBM strategies and regional and national priorities, and identify cross-thematic synergies and opportunities. Develop and maintain relations with relevant governmental counterparts and other strategic partners, including the donor community, on immigration and border management on needs and priorities in Egypt. Provide analysis and input to the CoM, specific IOM Units and to relevant stakeholders on issues relating to the relevant thematic area and managed projects. Prepare reports, presentations, talking points and briefings to highlight project activities. Develop, oversee and coordinate the implementation of various capacity building activities, including development and delivery of training in the field of immigration and border management; promotion of technical solutions and relevant procedures in the field border management; s; oversee and ensure mainstreaming of human rights and gender consideration in all IBM Egypt programmatic and policy outputs. Ensure compilation and analysis of relevant information on migration-related issues and trends in Egypt, countries of destination and countries of origin; ensure continued up-date of return and readmission cooperation developments between Egypt and partner countries; identify and develop recommendations for new operational approaches and initiatives; develop brief papers. Consolidate and analyse data on mission programmes, projects and activities, and coordinate and guide the preparation of evidence-based analysis and reporting documents. Identify and promote strategic and technical partnerships with relevant government entities, international organizations, private sector and civil society partners, and other relevant stakeholders. Represent IOM and participate in relevant conferences, workshops, trainings and seminars. Participate in the identification and timely recruitment of project team staff in accordance with the Organization HR procedures and regulations. Provide training, monitor staff performance and project progress. Ensure mainstreaming of gender according to IOM procedures and regulations. Perform such other duties as may be assigned. Required Qualifications and Experience: Education • Master’s degree in Social Sciences, International Studies, Economics and Statistics or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience • Experience in project management, report writing and project development and implementation; • Experience in border management related field; experience in the region would be an advantage; • Experience in liaising with Government authorities, other national /international institutions and donor agencies and civil society organizations; • Experience in data collection and analysis; • Experience in drafting evidence-based briefing and reports. Skills • Knowledge and understanding of Monitoring and Evaluation (M&E) tools and approaches an advantage; • Effective resources management skills, financial management. Languages IOM’s official languages are English, French, and Spanish. For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish and/or Arabic is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
