Monitoring and Evaluation Officer Project C.E.R.F – NFI/WASH/SHELTER Context: The International Organization for Migration (IOM)- the UN Migration Agency occupies the leading role in supporting Member States in migration management in ‘the benefits of all’. In Djibouti, IOM implements activities in several areas such as assistance to vulnerable migrants, border management, capacity building of governmental institutions and strengthening the link between migration and development as well as diaspora engagement. As a response to the COVID-19, IOM is implementing various emergency programs to support the government in managing migration focusing on direct assistance and health services. Under the direct supervision of Chief of Mission, the M&E Officer will be in charge of the monitoring and evaluation activities related to NFI/Shelter/WASH - IOM C.E.R.F project. *Core Function/Responsibilities:** Develop and implement studies including – baseline, mid-line and satisfaction surveys, and rapid assessments. Monitor NFI/Shelter/WASH activities and projects for emergency responses in Djibouti, checking if the NFI/Shelter/WASH response is complemented by other essential services for effectiveness, coherence and integrity. Support Project Officer in planning processes including preparation of action plans and development of project-based M&E plans; Support the project Officer with drafting and follow up on the submission of project reports in a timely manner according to IOM and donor formats. Undertake field/site monitoring visits to assess progress on the ground against action plans, and to promote compliance to quality and programme standards; -Support the development and/or harmonisation of programme implementation tools; Ensure the design, operationalisation and maintenance of a project database, and ensuring data quality, accuracy, consistency and completeness; Undertake the collection of relevant data needed to inform programme reporting and communication messaging; Propose a detailed M&E Framework in line with the donor’s Monitoring and Learning System (MLS) to allow smooth implementation of the project Any other duties that might be assigned. Education and Experience Education: University degree in Social Sciences, Law, International Relations or a related field ; A Master’s Degree in related field will be advantageous; Experience: Three years of work experience preferably in an international, non-profit environment; Demonstrated experience in the area of monitoring and evaluation as well as reporting; Ability to work effectively with local authorities, academic institutions and the broader community to advance country office objectives; Excellent knowledge of Microsoft Office package; Experience in working in UN agencies will be considered as an asset; Experience with working as part of a multi-cultural team; Knowledge on East and Horn of Africa is an advantage. Ability to manage a varied workload and prioritize tasks, work under pressure and meet deadlines.
