The Malaria Control and Elimination Partnership in Africa (MACEPA), a program at PATH, is a leader in the fight to end malaria illnesses and deaths. MACEPA refines and develops tools and approaches, invests in national programs, and builds the data that empowers national governments to pursue malaria elimination.  MACEPA is partnering with countries that have achieved major reductions in malaria illness to develop evidence-based approaches to eliminating the disease. The approach involves building information system, optimizing coverage of prevention, diagnosis, and treatment interventions, various parasite clearance strategies and advanced techniques for malaria surveillance. PATH is currently seeking a qualified Digital Health Advisor for MACEPA. S/he will be responsible for supporting, in-country coordination of digital health interventions and providing technical guidance/best practice on implementation of architecture design and standards. This position will join the Addis Ababa-based MACEPA team and interact with the Federal Ministry of Health, Regional Health Bureaus, the Ethiopia Public Health Institute (EPHI), technical staff, and other partners involved in Malaria elimination as well as supporting other digital health projects in Ethiopia. Responsibilities: Develop, customize, test, and implement new and existing open-source software programs. Work with MACEPA technical team to understand the requirements and analyze any requirement discrepancies identified Lead the design and support facilitation of requirements gathering workshops and documentation. Work with the Government of Ethiopia stakeholders at all levels to document existing and planned systems, understand opportunities and challenges to link them together, and support efforts to design future data system and data use investments in the country. Provide TA/advice in to identifying and documenting business and user requirements by working with the Government of Ethiopia stakeholders at all levels of the health system. Provide strategic, technical guidance and direction to MACEPA in collaboration with partners ensuring alignment with latest technical information, evidence, and approaches in digital health. Lead the identification of digital health “best practices” opportunities or examples, in Ethiopia and beyond, for national or global health partners. Oversee the identification and evaluation of digital health technologies based on: fitness for purpose, total cost of ownership, system effectiveness, and business model. Provide strategic advice in technical implementations of digital health to government technical staff and partners. Assist in the development and enforcement of system architectural decisions and development standards on behalf of MACEPA. Work with secondees and Government counterparts, ensure software project management best practices are instituted within Government. Support internal team with capacity development, mentorship, and supervision of local & regional technical staff; teach and work by engaging virtual teams from different geographies. Oversee the management of components of approved projects, including managing deliverables for timeliness and completeness, providing quality assurance for technical documentation, software code and packaging, and providing additional technical oversight and implementation support as needed. Develop and track work plans, timelines, milestones, resource allocation, and deliverables associated with portfolio of projects. Job Requirements Required Experience Master’s degree or higher in public health, health informatics, computer science, management information systems. 5 years demonstrated experience managing the full software development life-cycle of mid- to large-sized projects (i.e. crossing multiple program areas and conflicting needs; requiring integration of multiple non-standardized applications or business processes; and requiring complex reporting and communication at the agency and executive level) with minimal supervision. Knowledge of web/internet standards, hardware and software technologies and relational database technologies. Solid comprehension of web-based and cloud-based architectures, solutions, and suppliers. Demonstrated experience working closely and successfully with Ethiopian Government. Substantial experience in and knowledge of the health sector in Ethiopia. Experience organizing and facilitating meetings; adept at bringing diverse opinions together to achieve consensus and drive results. Excellent interpersonal skills, and the ability to develop and maintain effective working relationships and interact persuasively with national, regional and district government at senior levels, donors, partners, and relevant project stakeholders. Good and proactive organizational, prioritization and workload management skills. Must be able to travel locally and globally Excellent written and verbal communication skills in English and Amharic.
