Call for Expression of Interest: Consultancy to Undertake Assessment and Alignment of the Operational Policies, Processes and Institutional Capacity 1.0 About FIDA-Kenya The Federation of Women Lawyers (FIDA) -Kenya is a non-governmental, non-partisan, non-profit making organization established in 1985 with a mission to promote women’s individual and collective power to claim their rights in all spheres of life. FIDA-Kenya is a membership organization with over 1,100 women lawyers and law students committed to the creation of a society that is free from all forms of discrimination against women in Kenya. The organization works towards addressing challenges facing women’s access to their social, political, and economic rights. 2.0 FIDA-Kenya Organizational Structure & Programs The Board is the apex organ of the organization. The Board is elected every two years by FIDA-Kenya members. The board is headed by the Chairperson and offers strategic leadership to the organization. The day to day running of the organization’s programs is carried out by the secretariat which is headed by the Executive Director. The FIDA-Kenya secretariat has three (3) offices, the Head office which is situated in Nairobi and regional offices in Mombasa and Kisumu Counties. FIDA-Kenya has two key programs: Access to Justice and Women and Governance. The Access to Justice Program focuses on the provision of Legal Aid, Legal Representation through in-house legal advocates and also through pro bono lawyers, Public Interest Litigation, and Alternative Dispute Resolution (ADR) in the form of Mediation and working with informal justice systems as well as offering Psychosocial Support. The Women and Governance Program focuses on advocacy, policy engagement and transformation of formal and cultural systems to ensure that they are gender-sensitive and responsive, uphold, and respect women’s rights. The two main programs are supported by the Knowledge Management program through research, learning, evaluation, and innovation to improve implementation. The Institutional Strengthening program ensures the institution’s capacity is strengthened to ensure the successful implementation of programs. 3.0 Background Information on the Assignment In 2018, FIDA-Kenya launched its 2018-2022 Strategic Plan. The Strategic Plan sets out the organization’s road map for 5 years. Besides, the Strategic Plan also includes an implementation framework and monitoring & evaluation schedule which are intended to guide and track the progress in implementation of the strategic plan. The FIDA-Kenya secretariat plays a critical role in the successful implementation of the strategic plan. Due to this role, there is a need to periodically review and realign operational processes and institutional capacity to the Strategic Plan. The review helps to identify and diagnose any gaps and highlight opportunities available for the enhancement of the secretariat’s performance in line with the Strategic Plan. FIDA-Kenya, therefore, seeks to engage a consultant or consultancy firm to spearhead this process. 4.0 Scope of Consultancy The Consultant will collaborate with the members of the Management Team as well as other staff members to conduct an in-depth review of the organizational processes and skills gap analysis, with a view of ascertaining and enhancing the required institutional capacity to successfully implement the Strategic Plan. In particular, the consultant will focus on human resources, finance and procurement policies and procedures; workforce strength/capacity gaps; client services and case management; and programs and knowledge management. 5.0 Overall Objective of the Consultancy The findings of this consultancy will be used to realign the processes and capacity with the Strategic Plan; transform our operations to improve speed, quality, cost, and impact; and make required adjustments to our operating model to ensure optimal performance at the secretariat. 5.1 Specific Objectives of the Consultancy More specifically, the consultant will: Review and mapping of the current processes and procedures, that is As-Is Study, specifically on human resources, finance and procurement, program management, client services, case management, and knowledge management. Ascertain the effectiveness and efficiency of the existing systems in supporting the implementation of programs and enhancing accountability. Assess the organizational and human resource capabilities and determine interventions required to address any gaps in skill set. Establish adjustments require to enhance the secretariat’s delivery on each program. Generate an action plan providing the tactics, activities, and operational goals to be implemented with specified time frames, detailed implementation approach/ schedule, anticipated outcomes, risk mitigation plans, and estimates of the required resources. Design viable and detailed change management and capacity building strategy. 6.0 Methodology The consultant will be expected to utilize a multi-method, qualitative, and quantitative participatory approach to carry out the consultancy. The consultant will be expected to analyze FIDA-Kenya Strategic Plan, existing policies, manuals, and relevant reports. Further, the consultant should conduct interviews and focus group discussions with FIDA-Kenya secretariat staff and Board Members. 7.0 Indicative Time Frame It is expected that the whole task should be completed within 30 days. 8.0 Deliverables and Output The following are the deliverables: (a) Inception report detailing the methodology, work plan, and budget. (b) As-Is Study and gap analysis report detailing the processes, methodology, and findings. (c) A detailed action plan and change management strategy. (d) A summary professional PowerPoint presentation highlighting the main findings and recommendations. 9.0 Reporting and Communication The consultant will work closely with FIDA-Kenya’s Human Resource and Admin Officer and the Deputy Executive Director/Head of Programmes during the execution of this assignment. 11. Expected Qualification of the Consultant A Master’s degree in Social Sciences, Governance, Strategic Management, or Law. (A doctorate in the above will be an added advantage.) A minimum of 15 years’ experience offering strategic management advice to Civil Society Organizations, government institutions, or other similar undertakings. Evidence of undertaking similar work in the last five years. Excellent analytical and report writing skills. 12. EOI Submission Requirements Interested individuals, companies or research firms should submit a detailed expression of interest (technical and financial proposal): ● The technical proposal should include an interpretation of the objectives of the consultancy, detailed methodology, and an elaborate work plan. Organization/individual capacity statement, experience and activities related to this assignment, CVs of the consulting team, and their roles in the achievement of the assignment; names, addresses, and telephone numbers of three professional referees. The financial proposal should include a detailed budget proposal; a detailed profile of the firm including contact and physical address, telephone numbers, and copy of registration certificate, VAT, and PIN where applicable.
