Position Summary: The Administration Specialist, based in Tunis, Tunisia, is part of the Operations and Finance Platform and will re-port directly to the Officer Manager and the Home Office (HO) Program Officer within the Stabilization and Transition practice unit. The Admin Specialist’s primary role is to support the Office Manager and other team members as they work to implement program activities. The Admin Specialist will also be expected to coordinate closely with personnel of both the USAID/Tunisia Mission and USAID/Libya Mission. Primary Responsibilities: Ongoing: Support the Office Manager in daily office management, including logistical and administrative support; Assist with logistical and administrative aspects of the project, including travel arrangements, and logistics for meetings and events; Maintain inventory and distribute office supplies to project staff; Assist with monthly inventory checks, ensuring office items are as per the approved inventory lists; Coordinate logistics for foreign staff including lodging, visas, and work permits, working closely with DT Global’s lawyers; Assist with the procurement process including seeking quotations, clarifying specifications, and negotiating terms of payment; ensuring that all procurement processes are performed and completed in a timely, accurate manner and according to the highest level of integrity and transparency; Prepare social security, income tax, and health insurance forms/documents and liaise with the relevant Tunisian departments and ministries as necessary, in close coordination with DT Global’s lawyers; Ensure compliance with USAID regulation and procedures for all program procurements and logistics; Ensure that all steps of DT Global's local requirement procedures are followed consistently and that procedures are kept up-to-date with relevant DT Global and of USAID regulations, and Other duties as required. Security Maintain reliable relationships with the DT Global security team on expatriate and local staff travel, incident reporting, and security management, ensuring all appropriate documentation is in place and communicated in a timely manner; In coordination with DT Global’s Security Director and Program Officer, oversee security management procedures and performance of all security service providers for Tunisia office; In coordination with DT Global’s Security Director and Program Officer, oversee production and regular updating of security management plans; and In coordination with DT Global’s Security Director and Program Officer, oversee daily security management of all the Libyan and Tunisian staff movements. Finance and Administration Oversee the application and renewal of the country registrations; Oversee all office leases, renewals, relationships with landlords, and ensure timely payments; Oversee office maintenance and cleaning service providers for the office; Maintain program inventory of procured equipment, in accordance with USAID and DT Global policies, and assist in tracking and updating all non-expendable equipment in OneSource; Oversee annual asset reporting and disposition of assets procedures and documentation; and Ensure all vendor payments are in compliance with program and operations budget line items. Human Resources Oversee all work permit and visa requirements for program staff; In coordination with the designated Home Office Program Officer, oversee all national staff recruitment, documentation, and orientation; ensure performance appraisals are completed in a timely manner; and suggest revisions to SOW or Job Descriptions, as needed; Ensure all HR documentation is filed and complies with documentation audits; and Provide training to staff in relevant administrative and operational processes on an as-needed basis. Information Technology Oversee IT service providers for the program office; and Oversee information security management systems, procedures, and staff orientation and training as need-ed. Coordination Ensure efficient coordination with DT Global Home Office, local authorities, and USAID. Education: A bachelor’s degree in business administration, public finance, international development, or a related field is preferred. Minimum Qualifications: Must have four (4) years of experience working in an operations management capacity on projects of a similar scale and scope, including experience in US Government policies and procedures, particularly with regards to logistics, systems, HR management, and administration. Demonstrated office management support experience. M/S office expertise. Previous experience working with foreign companies in the country. Demonstrated ability to communicate effectively in English and Arabic, both verbally and in writing required. French language skills strongly desirable.
