The HCDExchange works to advance the adoption of human centred design (HCD) in adolescent sexual and reproductive health (ASRH) programmes.As part of these efforts, the HCDExchange coordinates an annual fellowship programme where human centred designers are placed in host organisations to work on projects related to ASRH.Designers gain a unique opportunity to develop experience working on ASRH challenges, while host organisations build their HCD experience, capacities, and processes.In 2020, we will award one to two initial six month pilot fellowships, one based in Sub-Saharan Africa and another in South Asia. Project Overview The Rwanda Integrated Health Systems Activity (RIHSA) is a newly awarded, three year project funded by the U.S Agency for International Development (USAID) based in Kigali, Rwanda. RIHSA works to reduce the financial barriers to healthcare in Rwanda through a mix of public and private interventions. RIHSA works to improve the quality of essential health services at national, facility, and community levels utilizing a health systems approach. Purpose of Position Palladium seeks a Health Financing specialist The person will provide leadership, direction, and content to health finance policy in Rwanda, including policy and implementation plan development, technical analysis, stakeholder consultation, and writ ing of reports and briefs. The position reports to the Health Financing Director. The position is expected to be needed through the life of the program, dependent on donor funding. Applicants are expected to have existing legal authority to work in Kigali and Palladium will not pay for relocation to Kigali. The position is expected to start July 1, 2020. Role and Responsibilities * Participates in the design and implementation of technical support activities related to health finance policy in Rwanda * Stays abreast of key developments in health finance and resource allocation innovations and interventions in Rwanda, in order to inform technical support activities under the program. This includes frequent interaction with the Government of Rwanda and other key stakeholders relevant to this areaas well as multilateral partners and donor agencies. * Interacts with internal and external resources and other experts to bring new and “cutting edge” ideas into approaches * Prepares health financing analyses, recommendations, briefing notes, and assessments for internal and client use. Represents the company with others in the professional community and in the regional countries. * Represent program at health financing meetings/events and actively participate in the national health financing Technical Working Group and other relevant technical committees * Participates and guides the health sector stakeholders. * Provide technical leadership towards successful implementation of health finance activities at the national and local level in partnership with national and local level government managers * Document health financing success stories/lessons learned and producepublishable health financing materials including policy briefs and peer-reviewed articles * Provides assistance to others on matters related to topic area of research and evaluation and applies relevant methodologies to programmatic issues of importance * Supervises short-term local consultants in Rwanda assigned to health finance activities * Supervise technical staff assigned on health financing related activities and ensure timely delivery of quality technical reports * Represents the projects, company, and programs in the health financing area in Rwanda and regional forums, as well as with others in the professional community and in countries of collaboration independent of technical supervision * Conducts all work toaccepted standards of research ethics * Participates in the preparation of bids and proposals in response to government, foundation or other donor solicitation as requested by the company or supervisor * Performs other related duties and responsibilities Required Qualifications: * Significant experience in health economics * Advanced degree (MA, MSc, PhD) in economics or health economics with academic specialization in health financing or commensurate work experience in health finance * Experience: With Masters-level qualification in health economics: 3-4 years of experience required,. With Doctoral-level qualification in economics or health economics: 1-2 years of experience required. * Fluency in English required * Sound knowledge of methodologies used in health finance research, cost-effectiveness analysis, quantitative analysis, and statistical/econometric analysis * Knowledge of relevant literature related to topic area * Appropriate software skills necessary to conduct research, and to conduct analysis of study data, such as STATA, SPSS, or equivalent * Strong written and oral communication skills for high-level policy audiences (writing examples may be required) * Ability and willingness to travel within Rwanda Applications will be accepted until a suitable candidate is identified.
