Core Functions / Responsibilities: Provide technical inputs and assistance in setting and updating the overall direction of IBM and CT/AVM portfolios in IOM The Gambia to promote its effectiveness, coherence and integrity, as well as to build linkages with other relevant projects. Supervise and coordinate the implementation of IOM The Gambia’s IBM and CT/AVM project activities, including monitoring and following up on operational, administrative and financial aspects. Contribute written inputs for the development and update of work plans, implementation strategies, and expenditure plans to facilitate timely implementation and achievements of IBM and CT/AVM project activities and results. Coordinate and work with the relevant RTSs and other IOM staff in the Regional Office for West and Central Africa to facilitate the necessary technical resources and expertise for successful implementation of IBM and CT/AVM projects. When needed and feasible, coordinate response to individual cases of concern and refer or treat them as appropriate (e.g. screening, interview, counselling, referral or assistance, depending on programme capacities). Draft and submit regular project reports in a timely manner according to IOM and donor reporting requirements and procedures, in close coordination with relevant units. Research new project opportunities in the wider IBM and CT/AVM arena in line with identified needs, donor and governmental priorities and IOM's mandate and strategy, and contribute to the development of project proposals and corresponding budgets. Conduct desk research and assess local context on IBM and CT/AVM issues and prepare background papers to support programme implementation and the development of new project proposals. Provide technical support to relevant Government and civil society counterparts in the thematic areas of responsibility (Ministry of Interior, Gambia Immigration Department, Ministry of Justice, National Agency for Anti-Trafficking in Persons, etc.) and conduct capacity building activities to strengthen national systems for border management and counter-trafficking/assistance to vulnerable migrants. Work to expand collaboration with relevant governmental entities, partners and donors, in close coordination with the Regional Office, governmental authorities and international and regional institutions as well as partner organizations in the public/private sector. Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination and presentation of IBM and CT/AVM activities. Draft and edit reports for events/workshops/trainings and other project activities, review project evaluations, produce/update briefing notes, visibility products and project factsheets in line with donor requirements and IOM guidelines. Undertake duty travel related to project implementation and development. Perform such other duties as may be assigned. Required Qualifications and Experience: Education • Master’s degree in Law, Political or Social Sciences, International Relations, International Development, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience • Relevant professional experience, preferably in administrative and project management support or similar roles; • Experience in and/or knowledge of migration and border management, cross-border trade, counter-trafficking, direct assistance and protection of migrant rights is a distinct advantage; • Experience in project development, project management, financial monitoring, database management, project monitoring and evaluation in IBM and CT/AVM; • Experience with international humanitarian organizations, nongovernmental or governmental institutions/organizations in a multi cultural setting; • Experience in liaising with governmental and diplomatic authorities as well as with international institutions; • Ability to draft clearly and concisely; • Ability to supervise staff and coordinate administrative activities; • Excellent verbal and written communication skills; • Strong strategic, organizational and time management skills; • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds and respect for diversity and gender equality; • Team work oriented but with a capacity to work independently; • High level of computer literacy; • Work experience in the region an asset. Languages IOM’s official languages are English, French and Spanish. For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
