Protection Officer – Case Management/Resettlement Based in Nakivale – Isingiro Uganda About HIJRA: Humanitarian Initiative Just Relief Aid (HIJRA) is an international humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn, East & Central Africa by implementing WASH, Health, Education, Livelihoods, Community service & development and Protection programs in the region for a period of more than 20 years. HIJRA with funding from the UNHCR in Uganda is implementing a multi-Sectoral Program for refugees in Kyangwali settlement (Hoima district), Nakivale settlement (Isingiro district) and Oruchinga Settlement (Isingiro district). HIJRA, in a strategy to expand existing program implementing team, is now seeking for a qualified person willing to offer Humanitarian services in the position of Protection Officer – Case Management/Resettlement to be based in Nakivale – Isingiro District. Job Summary: Several refugees are supported through UNHCR annually to access resettlement as a durable solution to their challenges. The Resettlement Focal Person primary role is to support in effective resettlement delivery in accordance with the UNHCR Resettlement Handbook, UNHCR Manual and relevant policy papers and publications. The Resettlement Assistant provides important clerical and administrative support to resettlement operations and may occasionally take part in assessing cases for resettlement and conducting interviews. The Resettlement Assistant maintains frequent contacts with his/her supervisor, relevant colleagues within the same Office to exchange information and discuss issues on resettlement cases Reporting Relationships: The post holder will be responsible to the Protection Manager. Duties: All communication regarding resettlement needs of refugees should be made through the RST-focal person. All communication should be written for resource mobilization and accountability purposes. The protection manager should be copied in all communication to support especially with ensuring timely resource mobilization for RST activities. The RST focal person will ensure that all persons of concern travelling outside Nakivale for RST activities upon UNHCR’s request are escorted by staff. The RST focal person is also responsible for ensuring the welfare of persons of concern during RST activities. Prepare written documentation for resettlement submission; ensure that records / files of individual cases are updated in a systematic and timely manner. Assess and review individual resettlement cases and prepare individual / group submission for scrutiny by the supervisor (UNHCR) Assist in logistical arrangements of selection missions by resettlement locations. Coordinate travel and departure arrangements for refugees accepted for resettlement. The incumbent will follow-up on cases from time of submission to final decision and departure Comply with UNHCR’s standard operating procedures on resettlement, ensuring timely action on cases Occasionally, assist in carrying out preliminary interviews and initial assessments, to process refugees for resettlement following established procedures Assist in mitigating resettlement fraud by reporting suspected fraud. Render support in maintaining accurate resettlement statistics as well as up-to-date records on individual cases; assist in the preparation of reports. Ensure proper management of both physical and electronic data; Ensure proper follow-up of the pending submissions and keep track of any changes in the circumstances of cases; Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process. Key Performance Indicators: § UNHCR’s resettlement policies and standards are correctly and coherently applied. § Persons of concern are made aware of UNHCR’s resettlement procedures and have fair and transparent access to and participation in the resettlement process. § Suspected fraud in the resettlement process is promptly reported. Competencies, Qualifications, Skills and Experience: Law degree/ human rights or a comparable discipline At least 3 years of work experience in the same field of development and humanitarian work and NGOs’ Excellent presentation and communication skills and the ability to interact with a number of different partners and contacts, including governmental authorities, UNHCR, victims and their families etc. Must possess communication and negotiation skills. Strong judgments skills are also a necessity Someone who can make ethical and moral decisions Sociable and open minded A person who can keep confidential information Must have a solid knowledge of the local law and be able to grasp new concepts with ease and accuracy Very organized and need to have good time management skills to meet deadlines on time.
