Programmes Manager BACKGROUND Welbodi Partnership is a UK-registered charity working to reduce maternal and child mortality and morbidity in Sierra Leone. Since 2008, Welbodi Partnership has worked in partnership with hospital management, health facility staff, and the Ministry of Health and Sanitation to improve maternal and child health outcomes in the Western Area of Sierra Leone. We do this through a range of health system strengthening activities, staff training, hospital improvement projects, and community engagement. Our vision is that all women and children in Sierra Leone will have access to effective essential healthcare services characterised by respect and dignity for all, including patients, communities and staff. Our mission is to build the capacity of the health system in Sierra Leone to reduce the number of women and children who are sick, suffer, or die unnecessarily. Ola During Children’s Hospital serves a crowded and deprived local population, is in easy reach of around 1 million people (1/7 of the population), and is the only national referral centre for paediatrics. Similarly, Princess Christian Maternity Hospital is the only tertiary referral maternity facility in Sierra Leone and only healthcare facility providing Comprehensive Emergency Obstetric and Neonatal services (C-EmONC) across the Western Area District. For further information, please see: CONTEXT The maternal mortality rate (MMR) in Sierra Leone is the highest in the world, estimated at 1,165 deaths per 100,000 live births, six times the global average. Maternal deaths account for 36% of all deaths in women aged between 15-49 years. Although not all deaths in the community may be accounted for due to low levels of reporting, maternal death review and surveillance reports indicate that the majority of these women will die in a health facility (81.8%). Further, it is estimated that teenage mothers are 40-60% more likely to die in childbirth. In a country with one of the highest teenage pregnancy prevalence rates globally (68%), there is a critical need to ensure that teenage mothers receive improved maternal care and support. Whilst three-quarters of women attend the recommended four or more antenatal visits, a lack of skilled health professionals and limited availability of blood pressure devices, which are often old, malfunctioning, and poorly calibrated, mean that even women who do attend antenatal visits are not guaranteed to receive effective surveillance. The leading causes of maternal mortality include eclampsia, obstructed labour, obstetric haemorrhage and sepsis: these account for 50% of maternal deaths, 99% of which are in low and middle-income countries (LMICs), and are all preventable if identified early and managed effectively. CRADLE VSA NATIONAL ROLLOUT Welbodi Partnership, in collaboration with King’s College London, is leading a national rollout of the CRADLE Vital Signs Alert device, a novel blood pressure and vital signs monitoring device. The device and accompanying training package will be distributed across health facilities across Sierra Leone’s 16 Districts, for use by all health workers and to facilitate the provision of a basic standard of care for all women in Sierra Leone. The post holder will play a key role in the execution of the CRADLE roll out. It will involve refining an implementation protocol, co-ordinating the trial across districts in Sierra Leone and process evaluation of the scale up. The post will involve intermittent travel to other districts within Sierra Leone for training and implementation. MAIN PURPOSE OF THE ROLE The Programmes Manager is primarily responsible for the development, management, and delivery of Welbodi Partnership’s maternal health programmes in-country. S/he is responsible for the design, planning, development, and co-ordination of appropriate medical/clinical projects and activities to improve the quality of care delivered at maternal health facilities supported by Welbodi Partnership in Sierra Leone. Reporting to, and supported by, the Country Manager and Board of Directors, the Programmes Manager will be responsible for Welbodi Partnership’s maternal health programme management, including: ensuring the delivery of high-quality projects to support improved maternal health outcomes in Sierra Leone, supporting relevant programmes staff, donor reporting, monitoring and evaluation, and overseeing budget spend, whilst also building and maintaining relationships with partners within Sierra Leone. Overview Overall responsibility for ensuring that Welbodi Partnership maternal health projects in Sierra Leone are delivered to a high standard and are in keeping with the organisation’s values. Establishes and maintains close working relationships with Medical Superintendents and other health facility managers, the Ministry of Health and Sanitation, key health sector stakeholders, partners at health care facilities, other NGO representatives and donors. Leads the maternal health clinical vision of the organisation in line with MoHS strategies and policies. Provides clinical co-ordination to a team of international medical and health professionals. Provides medical oversight, expertise, and leadership to ensure improvements in the quality of healthcare provided at supported health facilities. Works with M&E staff to collect, analyse, and utilise facility-based data to evaluate and improve clinical projects and health outcomes. Overall responsibility for delivering high quality M&E reports to the Welbodi Partnership Board and project donors. Identifies opportunities to collaborate and develop clinical integration/co-ordination with other organisational partners working in the supported health facilities. Participates in senior management organisational and clinical strategy development and implementation. Overall responsibility for the delivery of timely and high-quality narrative reports for donors and maintaining donor correspondence, including post-project. Oversees programme spending against relevant budgets. Overall responsibility for the delivery of timely and high-quality financial reports for donors. Responsible for ensuring that project staff have appropriate objectives, appraisals, support and training, and dealing with grievances and disciplinary issues when necessary. Responsible for ensuring the safety and security of all programmes staff and participants. Person Specification Essential Master’s degree in related field from a recognised University. Experience in clinical medical practice. Licensed medical doctor or nurse. Demonstrable project management experience. Results-oriented: management experience to include programmes and human resources management. Experience in liaising with government officials and a variety of donors and other partners. Demonstrated ability to assess needs, design and implement programmes and evaluate results. A keen grasp of the role played by an organisation like Welbodi Partnership in the context of global health and development. Demonstrated project management, human resources management, organisational, and interpersonal skills. Strategic and innovative thinker with proven ability to communicate a vision. Excellent IT, interpersonal, written and verbal communication skills. Demonstrated financial skills: budget monitoring and financial reporting. Experience of managing multiple tasks concurrently. Ability to work effectively with others in a cross-cultural environment, as a leader and influencer. Motivated and hardworking. Strong ability to manage time well and work to multiple and strict deadlines under pressure. Reliable and conscientious approach to duties. Passionate about improving maternal healthcare in Sierra Leone and a keen interest in Health System Strengthening. Fluent written and spoken English. Desired Licensed obstetrician, gynaecologist, or midwife. Other clinical background and Public Health considered. Experience managing large-scale projects focused on improving maternal health outcomes. Experience in the charity sector and/or in impoverished, post-conflict, or other challenging environments. Knowledge of relevant evidence-based approaches to improving maternal health, and of relevant national and international strategies and frameworks. Fluency in Krio and/or other local languages desirable.
