Organizational Context Under the guidance and direct supervision of the Regional Representative, the External Relations and Communication Officer contributes to the implementation of UNODC partnership and Communication efforts through the provision of liaising, advocacy services, English-Arabic editing/proofreading/translation The two main purposes of the post are to maintain and enhance key strategic partnerships with the League of Arab States and its affiliated entities as well as with the Government of Egypt and to produce high quality documents, press releases and media material in both English and Arabic (including translation) thus enhancing the positioning of UNODC ROMENA with partners (other UN agencies, Government officials, media, multilateral and bilateral donors, NGOs, civil society and the public). S/he works in close collaboration with various programme and project teams in ROMENA and UNODC Programme Offices in the region, as well as with relevant Branches at UNODC Headquarters, counterparts and media practitioners for information delivery and exchange, and the coordination of various issues related to the positioning of ROMENA work programme. III. Functions / Key Results Expected 1. Supporting ROMENA external communcations, managing media relations and building relationships with national and international journalists · Plan, organize, implement and monitor the communication and advocacy activities of ROMENA using modern communication tools · Build a solid relationship with representatives of local and international print, audio and electronic media; encourage, organize and facilitate their coverage of ROMENA activities and events; provide them with information, including background materials on UNODC activities, policies and issues; and arrange interviews with the Regional Representative as appropriate; · Organize coverage of UNODC-related events, meetings, workshops and conferences · Develop and maintain a database of local and international media contacts; · Monitor local and international press and inform the Regional Representative about relevant issues that are at the centre of attention and about media coverage of ROMENA activities; · Respond to general enquiries from the media, press, the public, partner organizations and stake holders; · Develop and implement a social media strategy for ROMENA · Regularly update and manage content of the ROMENA website and proactively seek new links, information and resources, incl the production of web stories · Supervise the development of an Arabic mirror website of the existing site, including translation of relevant material for the website; · Supervise the UN Volunteer Communication Officer. 2. Liaising with the League of Arab States and its affiliated entities, and providing support in liaising with the Egyptian authorities · Act as primary focal point for ROMENA cooperation with the General Secretariat of the League of Arab States and the Councils of Arab Ministers of Justice, Foreign Affairs, and Interior; · Communicate with the League and its affiliated entities to ensure participation to events organized by them and to those organized by UNODC; · Organize the annual Regional Programme Steering Committee for the UNODC Regional Programme for the Arab States · In consultation with ROMENA management, seek new partnership opportunities with the League and its affiliated entities; 3. Drafting, editing, translating and proofreading of correspondence/publications · Review translation of UNODC documents, including brochures, booklets, reports, etc covering a broad range of priority issues related to drug control, crime prevention and criminal justice reform · Ensure that official correspondence is in conformity with the Organization's established policy and practices and with the appropriate mandate; correct and query possible errors in original text; propose rearrangements, negotiate suggested changes with author(s); rewrite text for greater consistency, clarity and adherence to space limitations; · Ensure that phraseology, terminology and syntax are correct, and that style is appropriate; · Edits text for clarity, spelling, punctuation, grammar and continuity; ensure the accuracy of figures, dates and statistics through research, reference sources and consultation; When required, review and edit written material/publications provided by contributors and make recommendations regarding acceptability for issuance or publication in one or more languages. IV. Competencies Professionalism: Understanding of theories, concepts and approaches relevant to crime prevention and criminal justice, and international relations. Knowledge of the mandates, priorities and operational modalities of UNODC. Good analytical and problem-solving skills, including ability to identify and contribute to the solution of problems/issues; sound judgment and political sensibility. Communication: Excellent and effective communication (spoken, written and presentational) skills. Ability to prepare, consolidate inputs and finalize all types of communication material. Teamwork: Good inter-personal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender. Planning and organizing: Ability to plan own work, manage conflicting priorities and to use time efficiently. Ability to organize and implement activities and outputs. Ability to maintain focus and pay attention to details. Client orientation: Ability to identify clients’ needs and develop appropriate solutions; ability to establish and maintain productive partnership with clients. V. Recruitment Qualifications Education: Advanced university degree in communication, international relations or related areas. A combination of a first level university degree and a qualifying number of relevant years of experience (two years) might be considered in lieu of the advanced degree. Experience: · A minimum of five years of relevant, progressively responsible professional experience (seven years in case of a first level university degree) in the fields of communication, public relations, media relations/interactions, social media communication, or related fields is required; · Knowledge of and exposure to UNODC mandate areas is required; · Experience in the establishment and maintaining of partnerships between international institutions is required; · Work experience with the United Nations system or similar international organization is desirable; · Experience in providing translation, graphic design support, website updating, and in organizing events is an advantage; · Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required; Language Requirements: · Proficiency in written and spoken English and Arabic is required; · Excellent drafting skills in English and Arabic are required; · Knowledge of French is an advantage.
