Urban Economist and Training Officer, Addis Ababa, Ethiopia Background UN-Habitat is the United Nations programme working towards a better urban future with a mission of promoting socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. It is present in Ethiopia since 1998 and it has implemented since then a number of projects (see info below). Project/Programme title and duration: Development of State of Addis Ababa Report 2015-2017 Supporting the Ethiopian Cities Prosperity Initiative (ECPI) 2013 - on-going Support to the improvement of Public Spaces in Addis Ababa 2013 - on-going Promoting Sustainable Transport Solutions for East Africa (SUSTRAN) 2011 - on-going Water for African Cities Programme - Phases I and II 2003 - 2009 Cities without Slums 2003 - 2007 Integrating Local Development Planning and Slum Upgrading in Urban Policy 2004 - 2005 Implementation of the Habitat Agenda in selected African countries 2000 – 2004 Capacity Building for Sustainable Urban Development 1999 – 2004 While providing its support to sustainable urban development in Ethiopia, UN-Habitat has developed a guiding document called UN-Habitat Country programme for Ethiopia (2016-2020). Building on global frameworks such as SDG 11, the New Urban Agenda and Ethiopia's Growth and Transformation Plan (GTP II), the country programme is organized around four pillars: Urban Regional Planning, Urban Resilience, Housing and Urban Basic Services, Urban Monitoring and Research Advocacy. It also considers cross cutting issues such as Awareness Raising - Participatory Approach Capacity Development - Technical Advice - Policy Support. Subsequently, UN-Habitat and the Ministry of Urban Development and Construction (MUDCo) have signed a new Memorandum of Understanding in February 2018 which provides a legal framework to implement the UN-Habitat Country programme. Recently, based on the country programme document, UN-Habitat has obtained funding to implement several projects and is currently preparing for their implementation. One of these projects is called Support to the UN-Habitat Country Programme Implementation. The focus areas of the Support to the UN-Habitat Country Programme include i) capacity building for city leaders ii) technical support for integrated urban and regional planning iii) implementation of the City Resilience Action Planning (CityRAP) Tool iv) technical support to solid waste management and implementation of community level pilot project and v) Institutional coordination in the urban sector. The objective of this project is to support the Government of Ethiopia to manage the ongoing rapid urbanization to unlock its potential for rapid growth and structural transformation. This will be achieved by supporting selected cities of Ethiopia (Addis Ababa, Adama, Bahir Dar, Dire Dawa, Mekele and Shashamane) and some regions (Amhara, SNNP and Tigray) in being better planned, more economically productive and sustainable, socially inclusive and environmentally resilient, and by supporting New Urban Agenda implementation partners in Ethiopia to be better coordinated. Duties and Responsibilities Objective of the Assignment: The objective of this assignment is to provide a technical support to the development of Regional Urban Development Spatial Plans of different regions of Ethiopia, city/cluster/metropolitan plans and the provision of capacity building trainings to city leaders selected from different cities of the country. Duties and Responsibilities: Under the direct supervision of the UN-Habitat Country Programme Manager for Ethiopia, with the support of the UN-Habitat Regional Office for Africa (ROAF) and in close collaboration with UN-Habitat thematic branches, national and local counterparts, the incumbent of the post will have to fulfil the following duties and responsibilities: Urban and Regional planning: Based on the Urban and Regional planning guidelines and National Urban Development Spatial Planning Scheme, support the development of regional urban development spatial plans; Provide technical support to the preparation of cluster/metropolitan/structural planning process focusing on the socio-economic dimensions of the planning processes; Closely work with the urban and regional planning team to ensure a development and submission of a comprehensive and high quality urban and regional planning documents; As part of the participatory approach, support the organization of different consultative workshops throughout the development processes of urban and regional planning; Provide technical supports during the preparation of trainings and presentations during regional/urban planning workshops; and also provide trainings/presentations as necessary. Capacity Building/City leaders training: Using UN-Habitat's training needs assessment guideline, undertake a training needs assessment of the urban sector in Ethiopia; Support the revision of training manuals; Facilitate capacity building trainings to city leaders; Provide technical supports during the preparation of trainings and presentations during workshops; and also provide trainings/presentations as necessary; Closely work with the Ministry of Urban Development and Construction and the identified learning institution to support the institutionalization of city leaders' training. Support to the UN-Habitat Country office: Support the development CityRap tool; Support the development of concept notes and project documents as part of resource mobilization; Perform other substantive duties as assigned. Competencies Excellent communication and interpersonal skills; Proven ability for building and managing effective partnerships; Excellent writing skills, with analytical capacity and ability to synthesize programme and project outputs and relevant findings for the preparation of quality reports; Ability to work independently or with minimal supervision with a high degree of responsibility, in a flexible manner and often under pressure; Proven ability to analyze data and statistics; Ability to contribute to the content review and development of data visualizations. Strong analytical and conceptualization skills. Demonstrated ability in excel, development of data collection tools and presentation skills. Required Skills and Experience Qualifications: Advanced university degree (Master's degree or equivalent) in urban Economics, Economics, Urban development or management, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience/Skills: Minimum of 4 years of relevant and progressively responsible working experience (6 years with first degree) at national or international level in the areas of urban and regional planning; training on the fields of urban development In-depth knowledge of the Ethiopia's urban development context and familiarity with the relevant policies, strategies and plans for urban development in Ethiopia; Experience in interacting, collaborating, working and effectively managing partnerships with high level governmental officials/institutions and development partners; Knowledge of the UN system is an asset.
