Programme Specialist, Mbabane, Swaziland Background The Development Advisory Team (DAT) is a strategic think-tank of UNDP Eswatini, providing strategic support and input to CO programme, while providing simultaneous quality assurance and content support to programme portfolios on the strategic relevance of the specific programmatic interventions. The team, while organized in a fluid advisory nature, will ensure that there is increased attention to development coordination and quality assurance in all UNDP's engagements with the UN System and other Development Partners, as well as ensuring the quality of development assistance in general. The Development Impact Advisory Team will support development effectiveness at three levels – the national level, the UN/Development Partner level, and internally, within UNDP. It will also ensure that the National M&E Framework guides the monitoring and evaluation of all results and ongoing activities of UNDP and development partners. Under the supervision of the DRR, the Programme Specialist (Policy Services, DAT) acts as an advisor to Senior Management on all aspects of CO programme policy across all programme practice areas under an integrated programme approach. The key role is to support the management of the country programme under a policy lens, while bringing together diverse technical inputs to conceptualize the programme. In doing so, the Programme Specialist must be creative and must have innovative capacity to support the CO in strategic planning and policy advise. The Programme Specialist also identifies new programme areas while ensuring consistency with UNDAF/CPD priorities and creative responses to emerging challenges and opportunities. The Programme Specialist (Policy Services, DAT) works in synergy with the Programme Analyst in the inclusion of cross-cutting programme considerations in the UNDP Eswatini countryprogramme with special focus to the rights of vulnerable groups and constituencies (women, youth, disabled, ageing, indigenous groups, refugees, people living with HIV etc.). Thus, s/he must have an excellent capacity to engage a diverse stakeholder base and to effectively network for solid partnership building (public-private, civil society, South-South,etc). As an integral part of the DAT, the incumbent will also contribute to the elaboration of baselines for the M & E Framework working in synergy with the Programme Analyst M & E to better guide the monitoring and evaluation of all results and ongoing activities of UNDP and development partners. The Programme Specialist (Policy Services, DAT) works in close collaboration with the Economic Advisor, the Operations team in the CO, Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme. Duties and Responsibilities Summary of Key Functions: Contributes to the strategic direction of UNDP Programme. Policy Advice to the integrated CO programme, UNDP and Counterparts. Management of the interventions within the tematic/sectoral areas assigned especially in the areas of inclusive economic growth, sustainable development and governance portfolios. Advocacy and Awareness of UNDP mandate. Coordinate and support development of innovation products and processes to strengthen and improve efficiency and effectiveness of UNDP. Strategic partnerships and support to resource mobilization. Provision of top quality advice services to the Government and facilitation of knowledge building and management. As a senior member of the CO DAT team, provides policy advice while ensuring the strategic direction of the integrated two-prong UNDP programme focusing on achievement of the following results: Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of CCA, UNDAF, CPD, CPAP, AWP and other documents. Identification of strategic and innovative programme areas of cooperation. Operationalization of UNDAF/ CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming. Analysis and presentation of UNDP policies and their implementation in the CO. Provides policy advice to UNDP and counterparts on programme focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results: ​Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results. Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. The Programme Specialist performs the function of Manager Level 2 in Atlas for development projects transactions approval. Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports. Support to the management of the office in facilitation of policy dialogue with the Government, private sector, civil society and donors. Provision of support on policy issues to office staff. Advocacy and promotion of awareness of UNDP's mandate and mission focusing on achievement of the following results: Advocacy for the Sustainable Development Goals, the Post-2030 Agenda, and other Development Agenda for, Human Development and equitable economic growth. Support to monitoring progress and formulation of strategies towards the achievement of the National Development Goals. Management of events related to the above. ​Coordinate and support development of innovation products and processes to strengthen and improve efficiency and effectiveness of UNDP programming, monitoring and evaluation, advocacy and communication: Coordinate and provide support on innovation strategy/action plan, including formulation, design, planning and implementation; Proactively scout for new innovative ideas and opportunities within and outside UNDP; Develop partnerships and network with local innovators, youth organizations, NGOs, the private sector, local media and academia to build and provide a space to nurture and test new and innovative ideas, and build local capacity; Develop and strengthen Implementation mechanisms and service delivery systems, which are responsive to specific needs of women, socially excluded groups and the poor. Quality and existence of programmes with new and innovative ways of systematically engaging the civil society at all stages of national planning process. Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results: Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes. Creation and coordination of partnerships with the UN Agencies, IFI's, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc. Focal point for South-South and Triangular Cooperation. Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors' priorities. Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results: Identification of sources of information related to policy-driven issues. Identification and synthesis of best innovative practices and lessons learned directly linked to programme country policy goals. Identification of opportunities for the CO to innovate in policy and implementation of programme/projects. Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners. Sound contributions to knowledge networks and communities of practice. Organization of trainings for the operations/ projects staff on programme. Prince2 training and certification, RBM Required Skills and Experience Education: Master's Degree or equivalent in Business Adminstration, Public Administration, Economics, Political Sciences, Social Sciences or related. Experience: 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organizations and national governments. Experience in the usage of computers and office software packages, experience in handling of web-based management systems. Language Requirements: Fluency in written and spoken English and Siswati.
