Who we are

Created in 1979, Action contre la Faim (ACF) is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency - has been part of its identity for more than 35 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: nutrition and health – healthcare and care practices - food security and livelihoods – water, sanitation and hygiene – advocacy. In 2015, Action contre la Faim provided aid to 13.6 million people in more than 46 countries worldwide.


Yemen is one of the three emergency L3 in the world and is thus facing one of the worst humanitarian crises in the world. The conflict between Al Houthi and the Saudi-led coalition that started in March 2015 is severely affecting the poorest country in the Middle East.

Airstrike, embargo, high prices have caused a profound deterioration of the nutitritional situation and hundreds of thousands lives are at risk.

ACF in Yemen

ACF Yemen has been scaling up its emergency intervention substantially throughout 2016 is now amongst our largest mission in the world (20 million euro), and also amongst the largest INGOs in the country.

ACF in Yemen implements Nutrition/Health, Food Security and WASH programming, and is recognized as one of the key emergency actors in the country.

We are responding to multiple large-scale and interconnected emergencies: conflict, food security, and a large cholera epidemic. Along with UNICEF, we designed and are piloting the country’s first Rapid Response Mechanism, which we hope to scale up in the coming months to new geographic areas and with additional partners

We are representatives of the INGO community on the HCT, ICCM, Access Working Group, the HPF Advisory Board, and on the Steering Committee that manages evacuation for the humanitarian community


Under the supervision of the DCD Support and Country Director, you will ensure the sound and transparent financial management of the mission and contribute to strengthening systems and procedures


Contribute to the definition of mission strategy

  • Create the budgetary framework of the mission
  • Produce financial and budgetary information available to other departments to facilitate the establishment of the country strategy
  • Produce high quality and timely financial and budgetary contributions to "proposals" and reports for funding bodies

Ensure high quality accounting for the mission

  • Disseminate information about accounting procedures throughout the mission and ensuring they are observed
  • Check the accuracy of accounting and analytical entries

Ensure high quality cash management for the mission

  • Design and ensure compliance with cash management procedures across the mission
  • Anticipate treasury risks and resolving difficulties

Provide financial and budgetary management

  • Establish the annual budget
  • Produce cost analysis and issue budgetary alerts when necessary
  • Monitor financial risks and issue alerts when necessary

Promote and ensure financial collaboration and coordination with mission partners

  • Participate in the process of selecting partners and validate the financial risk analysis provided by the bases
  • Define with partners the modes of financial and budgetary management in the framework of joint projects

Prevent and manage fraud and corruption

  • Identify risks of fraud and corruption in his/her field of competence and set up preventive and monitoring mechanisms

Manage the Finance team in capital and be Technical/Support Manager of Finance Managers in the bases

The applicant

You hold a Master Degree in business, finance or similar. You have at least 3 to 5 years of experience as Finance manager or at Coordination level in insecure and complex environments. You have experience in dealing with institutional donors such as ECHO, DFID, UNICEF, etc… You are recognized for your good organisation skills, high degree of independence and capacity to manage priorities. You hold strong management skills and communication skills. A previous experience with ACF and knowledge of ACF policies and guidelines will be a plus.

You are proficient in Excel, SAGA. You are also recognized for you diplomatic skills.

You might travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.

Fluent in English (speaking and writing) is mandatory and knowledge of Arabic will be a plus.

Living conditions

Sanaa has a very nice temperate climate and the general infrastructure is quite good; internet connection is fast, there are well-stocked supermarkets with a good variety of products, lots of small markets with fresh products, and very little traffic. Surprisingly, compared to many countries, cost of living is very reasonable.
The security situation is always unpredictable, though it has remained relatively stable over the past 1.5 years. General criminality in Sanaa is extremely low; airstrikes in Sanaa have been quite rare since March 2016 (with occasional peaks, of course).

International staff are able to travel to Aden, as well as to our base in Hodeidah and to visit project sites in Hodeidah and Hajjah but there are limitations on movements for restaurants, walking on the street, etc.


Gross monthly salary ranging from €1805 to €2305 depending on relevant experience

Food and hygiene expenses, per diem, transportation costs, collective or individual accommodation, medical insurance

25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year
