Proposal Objective:

SI is preparing a proposal response for the anticipated five-year project, with the purpose to develop a new cadre of USAID Global Health Technical Professionals (GHTP) while also providing non-direct hire global health Technical Professionals (TPs) to the USAID Bureau for Global Health (GH) and other Agency offices in Washington and overseas.

Position Description:

SI is seeking an Instructional Technologist to lead the development of developing instructional and learning tools across the life of the project. This is a full-time position, based in the Washington, DC area.


· Collaborate with and support members of the project team to ensure the development and integration of high quality professional learning computer-based tools (including self-paced, virtual meeting technologies and social networking platforms) into existing and new training courses and organizational development activities.

· Review existing courseware to recommend those most suitable to computer-based tools, and update and revise them to integrate different learning technologies that would enhance the learning experience of participants.

· Work closely with Subject Matter Experts (SMEs) to share a vision of how learning technologies could be used to enhance existing and new training courses by using storyboards, course outlines and short online mock-up demonstrations. Gather content from SMEs to create asynchronous eLearning modules as well as live virtual trainings. Work closely with SMEs to design appropriate Kirkpatrick Level 2 assessments for eLearning courses and live virtual trainings.

· Create content for various outputs, including but not limited to course outlines, storyboards, scripted notes and slides in PowerPoint, job-aids, hand-out sheets and reference materials, participant and facilitator guides, video tutorial scripts, onscreen text, etc.

· Design and develop stand-alone eLearning modules for inclusion in a Learning Management System, as well shorter modules for pre-course work. Design and develop interactive virtual trainings. Deliver virtual trainings in the role of producer or technical facilitator.

· Explicitly apply adult learning principles in the design of professional learning experiences, and ensure content maps to outcomes.

· Implement internal feedback and review processes to ensure materials are high quality, relevant and written to established guidelines.

· Provide training of trainers (TOTs) and facilitate buy-in to the use of new technologies in their courses.

· Develop quality assurance guidelines and standard operating procedures for blended learning curricula.

· Stay updated in the field and advise staff on new technology developments and their value added to training courses.


· Minimum of Bachelor’s degree in related field and five or more years working in an Instructional Design role including the use of computer-based training and authoring tools and/or virtual instructor-led training tools (e.g., Adobe Connect, Adobe Captivate, Articulate Story Line, etc.); comfortable navigating different learning software.

· Ability to use the ADDIE model/framework to plan and organize work; and to use Kirkpatrick’s Levels of Evaluation to measure training outcomes. Experience with adult learning principles and developing software and training tools to meet the needs of adult learners

· Ability to collaborate in a team environment and to solicit and implement feedback from team members; ability to work well with minimal supervision

· Excellent client service skills.

· Excellent writing skills.

· Ability to manage multiple projects; meeting deadlines and problem-solving to keep projects on track.


· Knowledge of and experience working with Federal government-funded projects, in particular ensuring product compliance with Section 508.

· Experience working in the field of international development.

· Graphic design knowledge and experience using graphic design software such as Adobe Photoshop and Illustrator to create media rich backgrounds, fonts and images for web-based courses.
