General Description of the Programme

The Global Monitoring Evaluation Accountability and Learning (MEAL) Team oversees and supports country teams to create MEAL systems and culture with the aim of enhancing coordinated MEAL practices that meet GOAL Global and Donor requirements.

· Guide senior management at global and country level to deliver on GOAL’s strategic direction through an evidence informed decision making.

· Support the design and development of proposals and reports to ensure quality of interventions and accountability to beneficiaries, communities, stakeholders and donors.

Build a base of learning and evidence around program effectiveness that can be shared (internally and externally) and applied to future programs and interventions.

The Global MEAL Team do this through a flow process which starts at conceptualisation around the problems facing communities into how GOAL will respond. It moves to collection of data and information, and *data managemen*t, through to analysis & interpretation. It oversees ways to provide feedback and reporting by our beneficiaries and partners, and shares learning to others.

Areas of work:

· Research – ensuring quality methodologies for assessments, baselines, reviews and program evaluation designs, including sampling, analysis and publication.

· MEAL coordinates the application of standardized monitoring procedures, processes and tools across projects and programs.

· Focus on Management Information Systems including Digital Data Gathering – and analytic software allowing real time data gathering and mapping to improve activities.

· Peer support and mentoring, training and sharing of best practices, tools and standards.

· Overseeing the community complaints and response mechanisms in all country programmes supported by an investigations unit and a complaints response group in head office.

Overview of the role

The Research and Analytics Advisor is part of the Global MEAL Team providing the above support to across at least 12 Countries and to Senior management within the Head office. The role specifically assists in conceptulatisation and presentation of information through analysis of primary data sources provided by the country teams. The Role has scope to work closely with the Management Information System Advisor to review emerging technologies in analytics and data gathering to share learnings with other NGOs.

The role will include significant travel to GOAL country programmes and requires a clear capacity for provision of remote support (Approximately 40%).

Main responsibilities

System Improvement, Capacity Building & Learning

  • As part of the Global MEAL Team contribute to development of MEAL strategy development in GOAL and act as a champion for excellence in MEAL practice with colleagues across the organisation
  • Support GOAL’s country offices in implementing GOAL’s Organisational Strategy (Interim 2017-2018) and approach to MEAL;
  • Contribute, often at short notice, support and advice to GOAL emergency / humanitarian interventions particularly to support on surveillance and assessment methods.
  • As part of the Global MEAL Team, undertake GOAL’s MEAL system and capacity assessments with country teams to support development of MEAL action plan as well as MEAL staff capacity development;
  • Review and provide detailed follow up and support to in-country MEAL activity plans on a monthly basis;
  • Providing capacity building of in-country MEAL staff and identify further training needs and opportunities;
  • Support Global MEAL Advisor on data analysis at the country, regional and global levels to assist in reporting, decision making, accountability, and lessons learning;
  • As part of Global MEAL Team coordinate with in-country MEAL Coordinators and MEAL technical team in developing best practices and sharing lessons learned and experiences between fields;
  • With Global MEAL Advisor assist with improvement and updating of GOAL’s internet based shared learning resource.

MEAL Framework, Tools and Evaluation Design

  • Assist in development of GOAL’s corporate Research Strategy and ensuring effective roll out of same against organisational standards.
  • Give technical support to in-country teams, and global sector technical advisors on the design and presentation of both in-country and organisational evaluations & research;
  • Liaise with universities and research institutes;
  • As part of the Global MEAL team support revision/update of GOAL’s MEAL framework including associated toolkits detailing system minimum standards


  • Work collaboratively with the assessment and survey advisor to support survey sampling, tools, and reviews as requested;
  • Attend and represent GOAL at various conferences and webinars, highlighting opportunities for sharing learning
  • Carry out other duties as requested by GOAL’s Global MEAL Advisor in Dublin.

Requirements (Person Specification)


  • Post graduate level qualification in studies relating to research and statistical analysis and/or thematically experience in one or more area: public health (epidemiology, nutrition) economic development and food security, WASH and inclusion (Gender, Children and Disabilities).
  • 4+ years field experience applying quantitative and qualitative/participatory research methods, including implementing surveys and other research activities within an International NGO in a low or middle-income country.
  • A high level of expertise in using industry standard analytics packages such as SPSS, SAS, Stata (or experience in utilizing Excel for the same purpose).
  • Confidence in using Management Information System tools – Digital Data Gathering, analytic software, and ARCGIS.
  • Good knowledge of theory of change, results chains, results frameworks.
  • Capacity for peer facilitation and mentoring, and to build research and MEAL skills of country level MEAL staff.
  • Able to work within remote team dynamics, ensuring self-paced work schedule and ability to communicate across time zones, (fluency in oral and written English).
  • Ability to write clearly and concisely and to translate complex concepts into non-technical language.
  • Confident presentation and facilitation skills, including demonstrable knowledge of a variety of presentation tools.
  • Ability to manage multiple projects simultaneously and to meet deadlines under pressure.
  • Commitment to GOAL’s child protection, Gender and HIV workplace policies.


· Second Language French, Spanish or Arabic.

  • Experience in both Development and Emergency response contexts.
  • Operational knowledge of gender, child protection, HIV and environment principles as they apply to development work.
  • Experience of accountability initiatives and procedures and knowledge of accountability standards and accreditation systems
  • Demonstrated experience in utilising community based and participative monitoring and evaluation approaches (not solely Focus Group Discussions).
