Since August, 2017 the heavy influx of Myanmar Nationals in Cox’s Bazaar requires emergency response in accordance with CARE’s Humanitarian Mandate. CARE has started response and is preparing to scale up to 150,000 beneficiaries. A Rapid Needs Analysis by CARE Bangladesh (BD) indicates interventions are required in almost all humanitarian emergency sectors. CARE is already serving in food, health, nutrition, shelter/NFI, protection/GBV and camp management. CARE is seeking an experienced humanitarian Team Leader (TL) to lead coordination of the Emergency Response for its multi sector refugee response programme in Cox Bazar, Bangladesh. The Team Leader is responsible for the overall quality, accountability and effectiveness of the program. This will be achieved via: leading and managing a multi-disciplinary team; coordination with stakeholders (UN agencies, Inter Sector Coordination Group, Government agencies, INGOs, local and international partners); positioning CARE as leading agency which focuses on the immediate needs, and long term empowerment, of women and girls. The Team Leader leads and manages the emergency team and is the interface between the Emergency Team and the ACD Program and the Country Director. The Team Leader has overall responsibility for the security and well-being of emergency staff in Cox Bazar district. Start date – December 7, 2017. Responsibilities: Coordination and Positioning of CARE Assessment, Program Design and Planning Emergency Project Management and Implementation General Management, Leadership and Human Resources Management Program Support Safety and Security Other responsibilities as assigned Qualifications: Bachelor’s degree preferably in management, disaster management or social sciences, or equivalent combination if education and work experience Minimum of 5 years humanitarian relief management experience in complex and natural disasters. High level of all aspects of managerial experience, including managing multi-million dollar budgets. Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances. High level of expertise in representation and negotiation with governments and donors. Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management. Demonstrate experience of resource mobilization, coordination, organizational positioning. Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills. Basic knowledge of emergency donor policies and procedures Strong commitment to accountability, social justice, promoting gender awareness and equality Demonstrated administrative, financial, and personnel management capacities
