Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.


Working within the Emergency Pool, the Emergency HR Coordinator is responsible for coordinating emergency staffing responses and acts as a focal person for rapid deployment of personnel to locations where emergency response and recovery operations are undertaken. He/she will manage emergency roster and develop/review emergency HR policies and procedures and will be leading the systematization of training materials for emergency experts under the expertise of the emergency pool.


Objective 1: Humanitarian resourcing & Roster management

  • Act as focal point for the “GET Roster” (internal pool of potential candidates to be deployed at short-notice in case of emergency).

Objective 2: Humanitarian Response and Field HR

  • Set up and manage the HR function in the initial period of new humanitarian interventions in new program locations or when deployed to support existing missions

Objective 3: Support with the development of specific training tools which will enable the candidates be prepared and ready for a deployment under ACF Spain mechanism and procedures

  • Support the Emergency Pool on the revision of the existing training material and identify the key tools that will need to be properly developed for training and induction of roster members

Objective 4: Other duties

  • Contribute ideas and expertise to the Emergency Pool and support with requirements and information gathering in relation to relevant HR initiatives (such as emergency HR set-up pack, job description templates and Emergency HR Procedures).


  • Training: Human Resources training, Management, Business Administration or equivalent
  • Strong knowledge of human resources management in Humanitarian sector (recruitment and selection, staff management and payroll etc.)
  • Minimum 5 years of experience as human resources generalist;
  • Minimum 2 of experience in International NGOs (preferably at least 1 year in emergency context)
  • Good knowledge of surge capacity’s mechanism and /or roster system in humanitarian context
  • Knowledge of humanitarian principles
  • Previous experience in Action Againt Hunger is a plus
  • Fluency in Spanish, English, French
  • Good knowledge of MS Office (mainly Excel)
  • Experience in using different payroll software
  • Proven capacity to learn and use new IT tools
  • Mobility (national/ internacional): Yes; depending on the missions up to 70% of the working time
  • Availability to travel with 24/48 hours’ notice

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Work contract: 12 months
  • Salary: between 28.000 € and 31.000 € gross per year
  • Travel costs to and from the mission
  • 25 working days of paid leave per year
  • Meal vouchers
