Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Under the overall supervision of the Chief of Mission, the direct supervision of the Senior Resource Management Officer and in close coordination with relevant units in South Sudan, the Staff Counsellor will be responsible for the administration of staff welfare activities in IOM South Sudan. Clinical supervision will be provided by the Staff Welfare Officer (Geneva). Responsibilities include facilitating access to mental health care, counselling of staff with specific needs and follow up. The successful candidate will be required to travel in different field offices of IOM South Sudan.

Core Functions / Responsibilities:

• Produce and implement an annual work plan, with agreement from supervisors, that includes the responsibilities listed below.

• Ensure access for staff to individual counselling either internally or externally

• Provide timely response to critical incidents in the operations under the coverage.

• Provide psychological preparation and orientation for staff, end of assignment debriefing, critical incident response, training and coordination of the Peer Support Network and the implementation of the framework for staff support in high-risk environments.

• Support the development of a peer support network in IOM South Sudan.

• Provide training on relevant topics including stress management, emotional processing, dealing with critical incidents, well-being.

• Work with colleagues to develop preventative initiatives, e.g. preparing for critical incidents.

• Produce psycho-educational material for dissemination, e.g. vicarious trauma

• Provide psychological and counselling support to staff post critical incident and other emergencies.

• Conduct rapid assessment of staff who are in crisis and require emergency psychological and psychiatric support.

• Facilitate medical evacuation of staff as approved by OHU,HIM Manila/Panama and ensure proper documentation of the case.

• Maintain regular contact with the counselling resources in the countries including UN Staff/Stress Counsellors Group and other local mental health professionals/resources outside the UN system; NGOs, private practitioners.

• Refer staff to outside mental health professionals or facilities, as recommended.

• Prepare reports and other administrative duties and ensure outputs are carried out to a professional standard.

• Maintain a record of individual staff welfare actions and interventions

• Participate in the initiatives aimed at further development of the staff welfare approach in IOM South Sudan.

• Perform other duties as assigned.

Required Qualifications and Experience:


• Postgraduate University degree in Clinical Psychology, Counselling, Social Work or other appropriate mental health care profession.

• Minimum of 3 years of experience relevant to the function.

• Must be licensed or registered as a clinical psychologist, or counsellor or social worker or equivalent in their country of origin or training.


• Minimum six (6) years of progressively responsible professional experience in the field of mental health is required,

• Experience with other UN Agencies, International Humanitarian Organizations, or Employee

Assistance Programs considered essential.

• Experience of working in hardship duty stations or providing counselling services to staff working in very difficult and hazardous environments, desired


• Fluency in English is required.

The appointment is subject to funding confirmation.
