· Review existing methodologies and tools for MEAL

· Develop guidelines, methodologies and questionnaires for monitoring and evaluation of the programs

· Develop MEAL strategy for the mission in coordination with the HoDs and missions leadership.

· Design and rolling out evaluation tools for measuring outcome of Action Against Hunger’s projects

· Explore and implement M&E tool rationalization through continuous review and consultations with field staff.

· Coordinate and maintain strong relations with ACTION AGAINST HUNGER programs on matters relating to MEAL strategy

· Support the technical HoD to develop M&E plans for each single project of the concerned program and update M&E frameworks which provide sufficient detail on monitoring their performance, including what will be monitored, how, when, and by whom.

· Strengthen the capacity of projects and programs staff to implement the M&E plans, including data collection, analysis, reporting, conducting regular evaluations and learning and quality monitoring.

· Plan and coordinate data verification visits to selected field sites.

· Develop systems to enable Program to translate M&E data into useful information for making well-informed decisions

· Lead on the planning and implementation of internal evaluation exercises and function as focal for external evaluations

· Capitalize and identify best practices regarding monitoring and evaluation methodologies and tool

· Develop and manage the information management strategy - including the internal management of information within ACTION AGAINST HUNGER, records management, flows of information and discovery of data/information

· Develop a centralized information management system for ACTION AGAINST HUNGER in consultation with HoD, FD and country management.

· Develop a program for regular analysis of database information; coordinate with technical departments/programs to determine information need and interest.

· Set up simple systems to manage information generated by MEAL activities, such as complaints databases.

· Conduct simple data analysis and present and disseminate information to inform program management.

· Develop Accountability and Feedback Mechanism/Strategy for the mission and manage planning, design, and implementation of accountability mechanisms.

· Develop tools and database to collect, track, and follow up on beneficiary feedback regarding a project (In conjunction with the ACTION AGAINST HUNGER toolkit + Accountability Chapter).

· Prepare training materials on feedback mechanism, FM tools, and standard operating procedure for FM, and coordinate regular trainings on such topics for staff.

· Support program planning of After Action Review – Reflective Learning workshops, Prepare with the technical HoD lessons learned report of past and ongoing projects’ performances and conducting accountability mechanism pilots

· Capture and disseminate major lessons from current and previous evaluations and reports with the technical HoD;
