CARE is a leading international non-governmental organization (NGO) fighting global poverty through humanitarian relief and long-term development initiatives, and with a specific focus on promoting gender equality, particularly promoting women’s and girls’ rights.  As part of its CARE 2020 Program Strategy, CARE is increasingly seeking to multiply impact at all levels including through scaling up innovative solutions and accelerating evidence-informed advocacy at regional and national levels.  In the Middle East and North Africa region (MENA), CARE’s efforts are guided by a Social and Gender Justice Framework which prioritizes addressing Gender-based violence (GBV), women and youth’s economic empowerment and humanitarian response. CARE has developed an Impact Growth Strategy for fighting GBV in the region, which will leverage three impact multipliers: accelerating innovation, advocacy, and partnerships. CARE is seeking a talented individual to take on the position of Regional Research, Learning and Impact Manager. This position is designed to improve impact measurement approaches (encompassing monitoring and evaluation), analyze data to prepare annual impact reports to monitor progress against the regional impact growth strategies and guide critical new research required to inform advocacy positions. This post-holder will be required to work in close collaboration with Country Offices involved in the impact growth strategies. The selected candidate must have advanced skills in M&E methodologies and strong experience in learning, knowledge usage and have the ability to communicate that knowledge effectively.   The candidate must know how to review, validate evidence from CARE programming so that it can be used for learning for program development, impact measurement, advocacy, and communications.    S/he will report to the Director – Regional Impact & Change Management for MENA and play a vital role in the broader strategic, programmatic fundraising and communications work of the MENA Impact Growth Strategy for GBV Protection.  Ideally, the candidate should be from the region, able to speak English and Arabic and be willing and able to travel 30-40% of his/her time.   Responsibilities: M&E Systems & Learning Knowledge Products for External Influencing Reporting & Internal Communications Team membership   Qualifications Master’s degree (or a combination of Bachelor’s degree and relevant work experience) in research methodologies, monitoring, and evaluation, statistics, development studies, international relations or gender studies; Training or qualification in knowledge management & learning for influencing, research methodologies, and/or monitoring and evaluation systems; Demonstrated work experience in knowledge management, impact measurement and learning, preferably in GBV Protection sector; Proven capacity in designing and delivering effective knowledge management and learning strategies; Proven capacity in designing and delivering effective monitoring and evaluation systems For development and humanitarian programs; Proven capacity to communicate research and learning in compelling ways, for different audiences; Demonstrable record of leading published research and/or knowledge product development (designing, authoring (or co-authoring), analyzing and/or partnering with others on same) Knowledge of GBV prevention and response programming; Knowledge and understanding of gendered vulnerabilities and opportunities in development and humanitarian contexts; Demonstrated experience in impact measurement, knowledge management and learning including using on-the-ground evidence for advocacy, communications;. Outstanding analytical skills and ability to think strategically, with a keen eye for accuracy and detail; Sound understanding of a variety of qualitative and quantitative research methods; Applied knowledge of indicators for measuring women’s empowerment; Effective writing and oral communication skills; Excellent organizational skills; ability to plan and organize work effectively, to meet tight deadlines and juggle multiple priorities; Demonstrable evidence of commitment to addressing gender in development issues; Strong interpersonal skills and ability develop effective working relationships in a multicultural environment; Ability to work independently with minimal supervision, but also to maintain effective working relationships with colleagues who are based in various countries; Strong English writing and presentation skills; Adaptability and the commitment to work within a small, flexible team; Committed to CARE’s vision and mission; Committed to gender and diversity inclusion.
