Job Summary

As a member of two project teams, namely, the Strengthening Urban Communities’ Capacities to Endure Severe Shocks Phase III team*,* and the City Empowerment for Local and Market-Based Solid Waste Management Solutions team*,* you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Job Responsibilities

  • Supports the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Monitors and reports any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assists partners in their efforts to reflect on project experiences.
  • Supports accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborates with local partner(s) to prepare reports per established reporting schedule.
  • Supports compliance with agency and donor MEAL requirements
  • Trains MEAL Agents/partner MEAL staff on the conduct of field-based MEAL activities
  • Provides input to MEAL system design and review discussions
  • Supervises quality data collection and management activities
  • Leads simple analyses and reflective discussions on ongoing monitoring data
  • Contributes initial findings and field-based insights to project discussions
  • Fosters respectful relationships with community members and stakeholders
  • Promotes honesty and integrity in work of MEAL Agents
  • Implements activities according to MEAL DIP and MEAL Calendar

Typical Background, Experience & Requirements

Education and Experience

  • Bachelor’s degree graduate.
  • Minimum of 3 years’ worth of work experience related to the field of Monitoring, Evaluation, Accountability, and Learning (MEAL). Experience of MEAL work in an international NGO would be a plus.
  • Additional education may substitute for some experience.
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience in supervising staff, preferred.
  • Experience in teaching and/or capacity building, preferred.

  • Good relationship management skills and the ability to work closely with local partners and community members
  • Keen attention to details; accuracy and timeliness in executing assigned responsibilities
  • Proactive, results-oriented and service-oriented

Required/Desired Foreign Language

  • Fluent in written and spoken Filipino and English

Travel Required

  • 50% field travel

  • Supervisory : Assistant MEAL Officer
  • Internal : MEAL PM (Manila), MEAL PM-II, Program Manager, Head of Office
  • External : Partner MEAL officer and project staff, other local stakeholders (financing institutions, Local Government Units, private institutions)
