Program Summary CARE is working in Syria to support vulnerable women, men, girls and boys affected by the ongoing civil war. We work both through partners and through direct delivery of humanitarian assistance across different parts of Syria. In addition, CARE supports livelihoods recovery and resilience programming across Syria. Most of our work is through a cross border, remote-managed assistance modalities from neighboring countries, working closely with Syrian civil society organizations. Currently, CARE’s core sectors in Syria are Food Security & Livelihoods (FSL), WASH and Protection, working with over 120 staff in hubs across the region. In addition, we maintain a standing emergency response capacity with a particular focus on Shelter/NFI programming. As of July 2017, CARE’s work from neighboring countries into Syria came under one line management, headed by the Country Director for Syria. As part of the new structure, CARE is looking to hire a high-level Head of Program, who will lead a team to develop and implement a harmonized, strategy-driven approach to programming across all of our Syria hubs. This position will work closely with operational, coordination and technical program leadership -the Country Director, Area Directors, and Chief of Party positions (COPs) and the Program Quality (PQ) leads. The Role Based in Amman, but with extensive travel to neighboring countries, the Head of Program is a key Senior Management Team (SMT) member, reporting directly to the Country Director. S/he leads on CARE’s program strategy development and will work closely with Area Directors, who are responsible for the implementation of the program in CARE’s Syria hubs. S/he will manage the Program Unit team to ensure coherent, high-quality programming is implemented with maximum impact on the protection, humanitarian and livelihoods needs of vulnerable populations in Syria, through a transformative, resilience-based approach.  From leading on strategy development for all-of-Syria to designing our partnership approach and managing technical advisory teams across Syria, the Director will play a central role in ensuring that CARE’s programming in Syria is relevant, meets our strategic intentions and is of high quality; consistently meeting agreed minimum standards. Responsibilities Ensure that CARE’s strategy for Syria remains timely, relevant and in line with CAREs global strategies and that it builds on ongoing learning in the hubs; Line manage program coordination functions that coordinate funding for grants that cut across all of Syria; Direct the work of WOS technical advisors in our core sectors, and ensure minimum standards of quality are being met across hubs throughout the project cycle; Promote sector programming that is harmonized to the extent possible and is aligned with agreed CARE Syria strategy; Coordinate coherent Program Quality support in each hub across CARE Syria in order to meet agreed on standards on MEAL, gender sensitivity, partnerships and conflict sensitivity; Facilitate the development and implementation of a coherent policy/approach to partnership, seeking to build capacity of local partners through principled and sustainable engagement; Promote a strategic approach to ingrain a gender sensitive in CARE’s programming across Syria; Provide regular feedback to the SMT on progress made and work closely with Area Directors in planning and monitoring quality of programming; Be a proactive leader of and contributor to CARE’s risk management strategy implementation. Qualifications Master’s degree in a related field; Senior manager with at least 10 years’ experience of humanitarian work in an increasingly senior capacity; At least 5 years of experience working in conflict settings/complex emergencies; At least 5 years’ senior management experience in a humanitarian context, out of which at least two years in a Deputy CD (ACD) level or equivalent post; Management experience of programming adopting a resilience frame and focus desired; Strong understanding of partnership principles and ability to help others put these into practice in a complex and multilayered organizational context; Demonstrated understanding of gender dynamics and gender sensitive programming in a complex emergency; Strong team management skills, including a proven ability to develop and maintain internal accountability mechanisms in a complex organizational set-up; Understanding of MEAL approaches in a remote management context; Significant demonstrated experience in at least 2 out of 3 of CARE Syria’s core sectors (WASH, Livelihoods, protection); Experience working in the Middle East / Syria; Strategic thinker and organizer; Proven ability to manage complex program reviews and evaluations; Willingness to travel for up to 40% of time, including to insecure environments; Excellent written and verbal communication skills in a multicultural and remote management context; Strong written communications; Arabic language skills, desired.
