Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the overall supervision of the Head of Office and the direct supervision of the MAD Head of Programme, the incumbent will be responsible for the coordination and implementation of IOM migrants’ assistance services. Beneficiaries include stranded, smuggled, trafficked migrants and other extremely vulnerable individuals.

The Project Officer should have expertise in provision of services to vulnerable beneficiaries, as well as understanding of the project management cycle. We are looking for a dynamic, hard-working person with a commitment to service to vulnerable people, and an interest in finding innovative solutions to assist migrants in need.

The Project Officer will perform the following functions:

Core Functions / Responsibilities:

  1. Provide support and coordination for the timely implementation of activities under the projects that envisage migrant assistance services. Follow up on logistical and administrative arrangements, cooperate with national and international authorities, provide information and assist with arrangements required for the recruitment of project staff.

  2. Monitor the implementation of diversity sensitive migrant assistance services; review and contribute technical inputs for the development of relevant administrative procedures and protocols, outreach activities and relevant staff’s development.

  3. Coordinate and liaise with other IOM missions in the region implementing relevant activities under same projects, including monitoring and evaluation, data collection and knowledge sharing for future growth.

  4. In coordination with Monitoring and Evaluation staff, gather and analyse data, compile reports and monitor project progress, specifically aimed at increasing effectiveness and recommending appropriate actions, in line with mission and donor needs.

  5. Participate in the collection and production of all visibility material related to the project activities, including for information sharing platforms significant to the project objectives.

  6. Supervise support staff assigned to the project, and coordinate the work of consultants recruited to support and/or undertake specific activities.

  7. Maintain working relationships with government entities, implementing partners, UN agencies, donors and other stakeholders pertaining to the implementation of the relevant project activities;

  8. Contribute to the development of new projects by selecting and summarizing background information, assessing the local context for the planning and administration of projects, and drafting segments of project proposals.

  9. Participate in relevant seminars, working groups and meetings, as well as other events aimed at promoting project activities.

  10. Undertake site visits and duty travel, provide information and support with respect to project management and internal procedures for monitoring and reporting, and draft comments on designated aspects of project progress as an input to programme monitoring.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:


• Master’s degree in Social Science, Psychology, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.


• Experience in human rights and/or with migrants, refugees and asylum-seekers;

• Experience in project management, including managing Migrant Assistance and Return/Reintegration projects with a Government or UN agency, or a regional or international organization;

• Experience implementing similar projects in the Middle East and/or North Africa preferred;

• Knowledge of various models and methods of providing direct assistance to marginalized and vulnerable populations;

• Experience in working with governmental and diplomatic authorities as well as with international organizations and NGOs;

• Highly developed written and verbal communication skills;

• Experience working with Excel and databases.


Fluency in English is required. Working knowledge of Arabic and/or French is an advantage.

Internationally recruited professional staff are required to be mobile.
