The International Labour Organization (ILO) is currently seeking multiple highly-qualified consultants to design, pilot and disseminate Communication Toolboxes on Occupational Safety and Health (OSH) and Youth in Indonesia, the Philippines, Myanmar, and Viet Nam.

A key component of the International Labour Organization (ILO) Youth4OSH project is to design, pilot test, and disseminate Communication Toolboxes containing relevant, practical and user-friendly tools, materials, guidance, and strategies to support networks of intermediaries to raise awareness and spur action by employers and employers’ organizations, trade unions and workers’ organizations, youth organizations, individual ‘youth champions’, government authorities, policy-makers and other relevant stakeholders to address OSH issues facing youth in the world of work and to generate public demand for improvements in national OSH systems and services


ILO requires the services of highly-qualified consultants to support the design, piloting and dissemination of Communication Toolboxes on OSH targeting young workers and young employers in Indonesia, Myanmar, the Philippines, Viet Nam and the South-East Asia region, focused on priority OSH issues in the construction and manufacturing sectors, and to develop training and promotional materials to support the dissemination and effective use of the Communication Toolboxes by networks of intermediaries.

Required Qualifications


University degree in communications, media, journalism, or related discipline an asset


Experience working with the International Labour Organization (ILO) or other international organizations in Indonesia an asset.

Experience working on Occupational Health and Safety (OSH) or related labour or working conditions issues in Indonesia an asset

Experience in the communications, media, journalism, design, public information, advocacy, capacity-building, or related field in Indonesia is a significant asset

Experience working on issues affecting youth in Indonesia an asset


Fluency in both English and the official national language of the country for which you are applying is required.


Excellent written communication skills in both English and Indonesian

Demonstrated analytic abilities, include the ability to undertake and synthesize both desktop and consultative research

Proven ability to organize workshops and events

Proven ability to develop and support delivery of training

Knowledge of youth issues and/or Occupational Safety and Health (OSH) issues and/or the work of the International Labour Organization (ILO) an asset
