Child Protection Project Manager

Location and working conditions: Sofia - Bulgaria

Start date of post: Middle of November

Duration : 6 months

Conditions :

Swiss salaried contract 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.


In the framework of the refugee crisis in Europe and of the emergency operations in the region, Terre des hommes is looking for an experienced professional to manage an emergency child protection project in Bulgaria to support Unaccompanied and separated minors, vulnerable children and their families on the move, transiting through or claiming asylum in Bulgaria. The aim of this project is to improve the well –being and strengthen the resilience of unaccompanied and separated children and their families in temporary reception and registration centers (RRC) through provision of individual child protection case management services and psychosocial support, as well as strengthening the protection response mechanism in RRCs.

Main responsibilities:

The Child Protection Project Manager is assisting and working under the supervision of the Program Coordinator based in Greece and the Humanitarian Child Protection Specialist in headquarters. He/She is in charge of the direct implementation and supervision of the Tdh overall Child Protection intervention in Bulgaria.
He/she will be supervising and managing a national implementing partner team, directly line managing the local deputy project manager who will supervise the national team composed of two team leaders, one for CFS and PSS activities and one for unaccompanied and separated minors case management services, and field staff composed by CFS facilitators, IT specialists, psychologists, case workers and interpreters in 3reception and registration centres in Sofia, Bulgaria.
He/she works in complete line with the CP project strategy defined for the intervention.
He/she works in close coordination with the governmental and non-governmental agencies, with the coordination system, to develop, monitor and orientate the CP project.
He/she works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the conditions to protect unaccompanied and separated minors and children on the move in Bulgaria.
He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Safeguarding Policy

Fonction details :

Line Management & Human Resources Management

  • To identify, recruit and train team leaders

  • To identify, recruit and train social workers and interpreters

  • To manage the project team

  • To ensure trainings in CPIE, Case Management and MHPSS are provided to the project staff and any other trainings relevant to implement the activities

  • To ensure staff care

  • To ensure Child safeguarding policy is enforced

  • To report to the Program Coordinator, the CP specialist and Emergency Desk officer

  • To ensure the whole team has a clear understanding of the Tdh CP mandate and project

  • To lead and manage staff, encouraging effective team work and providing supervision and guidance, including regular and constructive feedback

  • To reports incidents and difficulties encountered with any staff members

  • To organize team meetings and provides weekly program update and movement plan

Project Management

  • To develop, implem
    ent and monitor the Child Protection intervention in Bulgaria, in accordance with multiple objectives, activities and targets outlined within current donor proposal and in line with project budget

  • To ensure that activities are appropriately monitored and evaluated and proposes, when deemed necessary, amendments to the child protection strategy

  • To follow up on the Child Protection situation in Bulgaria, particularly in registration and reception centres, and activities’ impact and propose adjustments of the project strategy if needed.

  • To forecast and closely follow up on expenditures related to the project

  • To participate in monthly budget revision exercises

  • To prepare timely purchase requests in line with the Child Protection project needs

  • To support required actions by the administration related to protection team management and supervision

  • To identify logistic and admin support needs related to the CP project and communicate these to the relevant log/admin support person(s) in country and coordination in Greece

Project Strategy

  • In collaboration with the Humanitarian Child Protection Specialist in headquarters and the program coordinator, participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision

  • Participates in CP assessments

  • Participates in the review of the strategy for Bulgaria and the Region


  • Oversees the implementation of the database tools

  • Ensures correct data protection procedures and filing

Capacity building

  • Coordinates and directly provides capacity building support to the national team, relevant local authorities, and community workers as required by the project, specifically on Child friendly spaces, youth MHPSS and child protection case management under international standards adapted to the context

  • Provide technical support to CP team members as needed


  • Works in close collaboration and consultation with the CP specialist and program coordinator

  • Supports the implementing partner in all coordination tasks in Bulgaria

  • Works in close collaboration and consultation with available government structures, non-government actors, cluster system

  • Coordinate with other Tdh sectors and departments (programme and support) based in Greece as necessary


  • Represents Tdh in Bulgaria and foras and meetings held at community and location level

  • Develops a network to facilitate the project acceptance and stake holder’s contribution and ownership


  • Provides compiled meeting minutes reports to management team

  • Provide weekly reports, monthly SitReps, interim (if any) and final donor report(s) and information notes for donor if required

  • Upon completion of the assignment, submits handover notes


  • Comply with Tdh Security Regulations;

  • Ensure Staff safety and inform staff on security rules as defined

  • Reports any security/safety incident and/or risk to the emergency coordinator

Child Safeguarding Policy

  • Raising awareness within the Foundation on violence against children;

  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse;

  • Reducing the risk of child abuse by selectively recruiting employees and others;

  • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.

Profile :


  • Excellent knowledge of CPMS

  • Excellent knowledge and experience in child protection case management

  • Excellent knowledge and experience in MHPSS in migration and refugee context

  • Experience in establishing a new child protection intervention and a referral pathway for severe cases and UASC

  • Experience in training, coaching and capacity building

  • Experience in working and directly managing implementing partners

  • Finance and Logistics
