BACKGROUND:

RedR – Registered Engineers for Disaster Relief - is an international non-government organisation that relieves suffering in disasters by selecting, training and providing competent and efficient personnel to humanitarian aid agencies worldwide.

Each year millions of people around the world feel the effects of natural disaster and conflict. RedR improves the effectiveness of disaster relief, helping save and rebuild the lives of people affected by disaster worldwide. We do this by delivering essential training and support to relief organisations and their staff, and by supplying skilled professionals to humanitarian programmes. Our work helps to ensure that the right people with the right skills are responding to global emergencies, and enables both local and international relief workers to react to the needs of those affected by disaster, efficiently and safely.

RedR supports and delivers expertise to humanitarian agencies, government and others through:

· Roster of Humanitarian Personnel: Our roster members are our chief assets; a trained and experienced community, holding disaster response and preparedness expertise.

· Training and Capacity Building: We also specialise in delivery capacity building courses and packages for humanitarian and DRM sector with a wide range of actors and individuals.

· Technical Support and Advisory Services: We provide wide ranging advisory services to various agencies that helps improve effectiveness of emergency response and risk reduction work.

Essentially, RedR is a membership organisation that enables members to use their professional skills to help others in a practical way and make a humanitarian contribution. The roster’s effectiveness and vitality is driven by the work of the capacity building and technical support arms of the organisation. They also constitute the core programme areas of RedR within its overarching strategic goal of being a hub of learning and knowledge for the sector in the region.

The role of Learning and Development Officer is pivotal in ensuring effective interface at the operational level between the institutional function of being a knowledge hub and the service delivery function through service portfolios of RedR India. The LDO will primarily be responsible for acting as the secretariat of RedR India Learning and Development, a critical function for a capacity building and technical services based agency, and ensure its upgradation, updating and continuing relevance through dedicated investment of time and resources. The LDO will make significant contribution to service portfolios for transferring, exchanging and collating learning and measuring performance and accountability of services. The LDO, with the Learning and Development team, will play the critical role of building, strengthening and sustaining the interface between RedR’s services and roster in facilitating a knowledge hub for DRM.

This role for institutional programme actions and services programme actions is key to the efficient and effective working of RedR India and towards fulfilling its strategic plan results while also developing familiarity and strong affiliation to RedR India’s goal among its stakeholders.

DIMENSIONS:

· Developing, sharing and improving learning and knowledge content at RedR India and among its stakeholders

· Coordinating and delivering on RedR India’s Learning and Development functions including supporting the Roster and Human Resource Officer for nurturing and developing deployment partnerships with supervisory support.

· Providing professional advice to senior managers on areas of work covered in his/her remit.

· Influencing the development of various strategies and policies to implement RedR’s mandate and fulfilling its strategic goal.

· Developing research ideas and content on emergent topics related to humanitarian and DRR.

· Support as team member for undertaking research, assessment, proposal development and capacity building work.

· Coordinate for ensuring effective communication and coordination with internal and external stakeholders and environment for effective functioning of RedR’s knowledge and learning function.

Key Responsibilities:

· Ensuring the optimal functioning and performance of the Learning and Development portfolio with the line manager and portfolio team members.

· Conceptualising, drafting and presenting learning from RedR India’s work and the external humanitarian and DRM environs to inform practice in the sector and internally with particular emphasis on roster members.

· Ensuring high quality and standard of proposals, reports and learning products including training modules, project documents, etc.

· Support in strengthening RedR’s activities at regional and national networking platforms.

· Proactively undertake research activities on humanitarian and DRR themes with supervisory support.

· Supporting the roster function of RedR India as and when needed as a key function of the Learning and Development team.

· Supporting Project and Training functions of RedR India as a LnD team member as per need and in consultation with the line manager.

· Work with the programme team to prepare and regularly update internal tracking and monitoring tools for ensuring high quality and standards of RedR’s service portfolio.

· Working closely with LnD team members to fulfil institutional communication, reporting and learning outputs

· Supporting RedR India functions and other responsibilities, as deemed fit by the Executive Director

· Personal preparedness in terms of knowledge, understanding and perspective on humanitarian work and health, safety and security (including insurance) of humanitarian workers.

· To report regularly, verbally and in writing to the LPC of RedR India

· To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, International Humanitarian Standards etc.

SKILLS AND COMPETENCE:

· Previous work experience of working in humanitarian or development programmes.

· Excellent communication and interpersonal skills and a proven ability to be flexible in demanding situations.

· Sound planning and management skills with ability to manage multiple tasks.

· Diplomacy, tact and negotiation skills.

· Ability to research and develop analytical written material and the ability to handle multiple priorities

· Effective decision making and strategic planning ability.

· Familiarity with RedR India and its work

· Computer literacy, good written and spoken English is essential.

· Commitment to quality, responsibility, high work standards, initiative and drive.

· Sympathy with the aims and objectives of RedR.

· Experience and understanding of integrating gender and diversity issues into humanitarian and DRM work
