Founded in 2011, the International NGO Safety Organisation (INSO) is a British charity that supports the safety of aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services including real-time incident tracking, analytical reports, safety related data and mapping, crisis management support, staff orientations and training.

INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions.

The Organisation has grown from innovative start-up to become a globally recognised charity and a valuable component of the humanitarian safety coordination system.

Today the Organisation provides daily support to more than 850 NGOs in twelve of the world’s most insecure countries and has earned a strong reputation for performance, principles & professionalism.

INSO Central African Republic (CAR) Country Office

INSO CAR operations launched in 2014 currently assist 56 NGO partners. The operations are managed from the country office in Bangui, and two regional offices in Bossangoa (North) and Bambari (East). INSO services are essential in the Central African context where NGO are exposed to high criminality rates, continued activities of armed groups and a wide range of safety issues. In average, the country program records one NGO incident every day. Our services are highly rated by registered NGO users.

We are seeking an experienced individual to join our team as Deputy Director to be based in Bangui.

Job Summary:

The Deputy Director supports the Country Director with quality management of INSO services and compliance with INSO service delivery standards. Specific responsibilities include the editorial review of key INSO products, staff mentoring and monitoring of compliance with service delivery standards, and support to the Director with strategic orientation of the mission. The Deputy Director effectively represents, promotes and protects INSO's mandate of independence, impartiality and neutrality. The Deputy Director will also stand in as the acting Director in periods of Director’s absence.

The successful candidate will have a strong background in NGO safety and security and good analytical skills. He will be an outgoing, inquisitive and detail-oriented individual, with experience in building and leading high performing teams. The candidate will also have the ability to analyse complex security issues and contexts, communicate to an excellent standard of French both verbally and in writing, and above all else share INSO’s commitment to humanitarian principles.

Major Responsibilities:

a. Support with analysis and orientation of staff in service delivery standards

  • Orient and supervise the delivery of INSO CAR products and services (scheduled products and on-demand services) in accordance with internal delivery standards and policies.
  • Responsible for the general organization of the data and information gathering structure, in link with the Country Director (geographic coverage organization, reliability assessment, credibility of information).
  • Supervise the information and the GIS officers who are responsible to maintain and develop the Incident Tracking Database.

b. Operational support

  • Fill in for other safety advisors during their leaves and provide additional program support.
  • Fill in for the Country Director during his absence; manage the team and ensure external representation.
  • Support the country director in maintaining an active information network, which includes NGOs, the UN, military forces, and other national and international actors throughout the region.
  • Participate in coordination meetings and other humanitarian-related forums.
  • Support the country director in the development of best practices including security and access and in the implementation of INSO SOPs.
  • Assist the director in elaboration of country strategy including holding staff workshop, formalizing the strategy in internal records and in funding proposals to donors.

c. M&E and reporting:

  • Assist the director and co-lead internal management meetings.
  • Support the country director with development of donor proposals and reports.
  • Support the country director with the drafting of M&E reports

Mandatory Requirements:

  • Exemplary command of the French (Mandatory) and English languages (written and spoken).
  • Masters level education or equivalent in a relevant field.
  • Minimum of five (5) years in post conflict/emergency environments in the humanitarian sector.
  • Acceptance and strong understanding of humanitarian principles
  • Solid and up to date understanding of principles and practices in broad humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination.
  • Outgoing and confident personality.
  • Excellent networking, diplomatic, and representative communication skills.
  • Proven writing, editing, and analytical skills and the keenest eye for detail - the position entails a lot of report editing and reviewing
  • Independent drive, motivation, and excellence, and ability to operate and sustainably manage staff and teams under strict systems and deadlines

Preferred Characteristics:

  • Detailed understanding of INSO mandate & services
  • A year’s (recent) experience working on Central African Republic - ideally in an NGO safety role or equivalent - and demonstrable understanding of the context.
  • Experience with NGO liaison with armed forces and armed groups (CMCOORD)
  • Experience in staff capacity development and training
  • Direct experience and involvement in a crisis management role
  • Prior experience in an inter-agency role.
  • Employment history that reflects experience in both security and civilian fields.
