Background Following the Transformation Exercise of 2018 UNDP Egypt has aligned its structure to respond to the Country Programme Document (CPD) 2018-2022 and service model. The new Structure, led by the Country Director, consolidates the Programme Team into three thematic clusters, (based on the three outcomes within the new Country Programme i.e.: Inclusive Growth and Innovation Environment and Climate Change Gender Equality The structure of Operations, led by the DCD Operations, remains overall intact given its appropriateness to meet the operational needs of the programme and other key clients, such as United Nations Agencies. In addition to its current functions, the Service Center, which supports Programme implementation, will fully manage the projects' budget revisions processing in Atlas. This will enable the Programme team to focus on more substantive support to programme formulation, pipeline development and resources mobilization. Post Context Under the guidance and supervision of the Programme Management Analyst, the Programme Management Assistant provides programme support services, ensuring high quality, accuracy and consistency of work. The Programme Management Assistant promotes a client-oriented approach consistent with UNDP rules and regulations. The incumbent works in close collaboration with Programme and project teams in the CO and with UNDP HQs staff to exchange information and ensure consistent service delivery. Duties and Responsibilities Provides support for the administration and implementation of programme/operations strategies and plans, focusing on achievement of the following results: Full compliance with UN/UNDP rules and regulations and other relevant policies on the financial recording/reporting system and follow-up on audit recommendations; Implementation of effective internal controls and proper functioning of a client-oriented, financial resources management system. Provides effective support to administration of budgets focusing on achievement of the following results: Preparation and processing of all types of budget revisions (General, Mandatory, Rephasal, Substantive, Semi Final and Final). Undertakes budget checks for regular and journal vouchers Extraction of data from various sources. Research and retrieval of statistical data from internal and external sources; 3 .Provides effective administrative support, focusing on achievement of the following results: Processes project staff salaries on a monthly basis; Upload signed CDRs on the UNDP corporate planning system CDR library Provides projects with various, specialized reports (PRO, PTD, cash balance, etc.); Provides projects with UN exchange rate and DSA monthly; Reply to projects/programme unit on admin and financial queries as needed; Proper control of the supporting documents for payments and financial reports for NIM/DIM projects; Processing of PO and non-PO vouchers for development projects. Processing of transactions, ensuring that they are correctly recorded and posted in Atlas in conformity with the internal expenditures control system; Timely corrective actions on erroneous data in Atlas; Compilation of data for internal/external audit; Guidance to projects regarding procurement issues Creation and amendment of Vendors Receipts of PO vouchers uploaded on DMS Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports. Maintenance of the filing system. Provides effective support to the functioning of the revenue and optimal cost-recovery system focusing on achievement of the following results. Processing of cost-recovery bills in Atlas for the services provided by elaboration and implementation of the income tracking system and follow up on cost recovery. Provision of inputs to reports including donor reports. Facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results: Participation in the organization of training for the office staff on programme/operations related issues. Synthesis of lessons learned and best practices in programme finance. Sound contributions to knowledge networks and communities of practice. Training to project personnel. Finance/Accounting Budget Management Ability to support budgetary aspects of work planning process, drawing and management of team budgets. Required Skills and Experience Education: University degree in Finance or Accounting is highly desirable. Part qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage UNDP Accountancy & Finance Test is required. Candidates with Certificate level achieved through UNDP's Finance Training and Certification Programme (FTCP) are exempt from the requirement of the AFT. Experience: 2 years (5 years if Secondary education only) of relevant financial, administrative and/or programme experience is required at the national or international level. Language requirements: Proficiency in English and native Arabic. Other: Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
