ABOUT THE PROJECT:

The US Agency for International Development Iraq (USAID) Iraq Governance Performance Accountability (IGPA) project is designed to assist the Government of Iraq (GOI) at central and provincial levels to be more responsive, inclusive, equitable, and accountable in the delivery of public services to all its citizens including members of vulnerable groups. Because IGPA aims to improve service delivery, enhance public financial management, and strengthen the monitoring and oversight of both, a solid analysis of what the landscape of public service delivery, gender equality and social inclusion looks like in Iraq is critical for designing and implementing technical assistance interventions to contribute to strengthening the social contract between Iraqi citizens and their government.

Gender Resources will develop a survey-based Vulnerable Populations Gap Index that will measure the empowerment, agency, and inclusion of vulnerable social groups in government and service delivery in Iraq. The Index will include women, youth, internally displaced persons (IDPS), people living with a disability (PWD), and ethnic or religious minorities in each Iraqi province.

JOB SUMMARY:

The VPGI Coordinator will be responsible for coordinating and supporting all aspects of the VPGI development, and will include a mix of significant technical, administrative, and logistical duties. His/her duties will range from liaising with government contacts; to collecting, processing, and analyzing data; to coordinating logistic and administrative support. The Coordinator will report to the Team Lead and will be based in Baghdad. This position is a full-time one-year contract with option to renew.

This position is open only to citizens of Iraq.

RESPONSIBILITIES:

  • Assist the Team Lead to coordinate all activities necessary for production of the Index
  • Provide technical and administrative support to all Senior Advisors as necessary
  • Liaise with government officials to ensure support for Index
  • Contribute significantly to data collection, processing, and analyzing as necessary, including preparing data tables and infographics
  • Coordinate logistics and administration for all team meetings and events
  • Coordinate inputs from Advisory Board members
  • Support survey design and surveyor training ranging from administrative support to significant technical inputs
  • Assist Team Lead with day to day management of subcontracts, including monitoring data collection process to ensure quality control and tracking timely development of database and website
  • Write weekly progress reports, write and update all required inputs into project activity tracking software
  • Provide inputs into final Index report as a credited contributor

EXPERIENCE:

  • BA and 5 years’ experience, MA preferred
  • Proven knowledge of gender, minority, diversity, and equality issues in Iraq
  • Proven experience with national research projects, prior experience successfully implementing surveys preferred, prior experience developing Indexes or similar measures a plus but not required
  • Prior experience working on USAID programs preferred
  • Excellent organizational and administrative skills
  • The ability to think creatively and be proactive program design and management
  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers
  • Self-motivated and well organized
  • Ability to work collaboratively, supportively, and respectfully with others
  • Ability to work effectively in a fast-paced environment
  • Flexibility and willingness to travel to difficult environments to complete program assignments required
