Role Purpose

  • Provide timely and reliable financial information and analysis that leads to effective decision making

  • Identify weaknesses in financial control systems and put in place mechanisms to improve them

Dimensions of the Role

The Country Finance Manager ensures the following responsibilities:

  • Business planning processes

  • Financial Reporting and Analysis

  • Accounting and Treasury

  • Internal Financial Controls

  • Expenditures analyses.

  • People management

Accountabilities

Business planning processes

  • Support the OSM in communicating instructions and milestones within the country for business planning, including long-term planning, budgeting, quarterly forecasting and cash flow forecasting

  • Facilitate and coordinate business planning processes

  • Lead the Country budget preparation process

  • Ensure that grant funded POs budget is consistent with the FAD funded outputs.

Financial Reporting and Analysis

  • Prepare and review periodic financial reports for Plan CAR (including year-end reporting / monthly grants reports) and from Partners and make recommendations to OSM

  • Provide expenditures trend and structure analysis.

  • Analyze POs spending and provide feedback for further action

Accounting and Treasury

  • Manage SAP and cash management processes

  • Adjust Country Annual Budget and provide accurate monthly phasing and cash forecast.

  • Prepare the Country Monthly Forecast and Weekly Refresh

  • Keep and update bank details and bank accounts signatories for the country

  • Ensure bank reconciliations are timely produced and reviewed.

  • Ensure monthly financial reports are performed and submitted on time.

  • Ensure compliance with local regulatory and tax legislation in respect of financial matters

  • Ensure a monthly analysis of GR/IR items in the system with the support of procurement team

  • Support community planning processes and actively participates in partners and field based community organizations training and empowerment

Internal Financial Controls

  • Ensure that appropriate financial controls are in place.

  • Follow up finance-related audit actions

  • Expenditures analyses

  • Perform expenditures analyses with cost effectiveness of operations orientation.

  • Sharing and dissemination of best practices countrywide.

People management

  • Participate on the recruitment process, develop and motivate a high performing finance team

  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

  • In depth knowledge in accounting and financial systems

  • Ability to work in pression

  • Good coaching skills

  • Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, database, internet

  • Strong negotiating, facilitating and influencing skills

  • Promotes innovation and learning - Communicates clearly and effectively

Desirable

  • Relevant financial qualification

  • Demonstrable relevant experience in a similar role

  • Fluent in French

  • Working knowledge of written and spoken English
