PURPOSE OF POSITION

World Vision is seeking a Health and Nutrition Officer for the Syria Cross-Border Response, based in Turkey, Health officer will be a point of contact between the Projects Management team and field health staff working on implementation and monitoring of WVI health projects throughout Syria.And provide technical support for all project managers.

MAJOR RESPONSIBILITIES

Major Activities

Coordination and project management

  • Work closely with the project team to achieve the project’s objectives.

  • Follow up the implemented activities to maintain World Vision and other best practice standards for health programs.

  • Provide monthly statistical reports on nutrition and health program operations, including morbidity data and pharmaceutical use, and analyze the reported data technically to define gaps and trends.

  • Ensure that gender and protection mainstreamed in all activities and within the community.

  • Oversee and daily follow up the partners’ implementation process of the project’s activities.

  • Coordinate all purchases and requisitions with procurement.

  • Liaison and coordination with all stakeholders, including WHO, UNICEF, UNFPA, Health and Nutrition Clusters and Cluster subgroups, other operating partners, Field staff, and other health actors to ensure programme coherence and avoidance of service gaps and overlap.

  • Support the North Syria team in reviewing medicine orders, review requests from the IP, consumption reports and identify potential misuse of medicines.

  • Ensure a strong coordination and cooperation with the related WVI’s teams and partners

Supervisory Responsibilities

  • Supervise the field health and Nutrition staff, and the technical monitoring visits for projects supported facilities, and review the results and if needed to coordinate with the implementing partner to prepare proper action plan.

Capacity Building/Training

  • Assist project managers in development of appropriate to health, hygiene and nutrition promotion information.

  • Review, if required, training documents provided by the implementing partners.

Humanitarian Accountability:

  • Ensure that health and nutrition interventions take into account local capacities of local stakeholders and community to ensure participation and consultation.

  • Support implementation of information provision mechanisms as per Syrian Refugee response and WVI programme.

  • Support implementation of context-appropriate feedback mechanisms.

  • Orient and train staff, community and partners on international standards (eg. The Sphere Project etc.) and their application.

  • Ensure the Programme Accountability Framework is integrated in the health and nutrition.

KNOWLEDGE, SKILLS AND ABILITIES

Critical Knowledge, Skills and Abilities

  • At least 2 year of relevant humanitarian experience.

  • Strong understanding of Syria operational context.

  • Experience with DFID, OFDA, UNHCR, and UNICEF funded projects. / Experience with the health and nutrition projects and approaches.

  • Exceptionally good communication and people skills.

  • Excellent reports’ writing skills.

  • Articulate, good networker, able to negotiate between the different stakeholders and to represent WVI at local forums.

  • Ability to maintain and collect information for program monitoring & evaluation tools.

  • Ability and willingness to travel throughout the region.

  • Preferred to be Turkish national or at least with residence permit.

  • Demonstrated ability to work well as part of a multi-cultural and multi-disciplinary team.

  • Good general computer skills – Experience with MS Office (Excel & Word) and email programs.

  • Analytical and creative problem solving skills.

  • Demonstrated multi-tasking abilities.

  • Ability to meet deadlines.

  • Time Commitment: Full time

EDUCATION AND EXPERIENCE

  • Essential: Medical qualification such as MD, Nurse, Midwife, Nutritionist and/or public health. Qualification with at least 3 years of practical experience.

  • Essential: 2 year of home country experience in a developing country in managing Disaster Response and Preparedness programs in public health involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring.

  • Excellent analytical/problem-solving skills and detail-orientation

  • Excellent English and Arabic writer. Turkish language is an asset.

  • Proven organizational skills and time management

  • Excellent computer skills, familiarity with MS Word, Lotus Notes, MS Excel and Power Point would be an added advantage

  • Strong communication skills with ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners.

  • Excellent networking skills.

  • Ability to work with a reasonably level of comfort in high tension and high security risk situations.

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environs and physical hardships.

  • Ability to facilitate the creation of cross-functional project teams and the development of national strategies.

  • Understands work from a process point of view and uses measurement and accountability systems effectively.

  • Demonstrates openness and transparency.

  • The position requires ability and willingness to travel domestically up to 25% of the time.
